The Uttar Pradesh government has ordered a detailed inquiry into allegations of a ₹300 crore land and property scam linked to the Rajya Karmchari Vikas Lok Sahkari Awas Samiti in Aligarh, bringing Deputy Collector Vineet Kumar Mishra under official scrutiny. The government has directed the Aligarh District Magistrate to examine complaints of irregular plot allotments, rule violations and suspected financial improprieties connected with the cooperative housing society.
Housing Society Project Under Probe
According to complaints submitted to the government, the cooperative housing society was established in 1988 to provide residential plots to state government employees and pensioners. Three major housing projects were planned at Kishanpur, Dhanipur and Asadpur.
While the Kishanpur and Dhanipur projects were reportedly developed without major controversy, complainants have alleged serious irregularities in the development and allotment process of the Asadpur project. The allegations relate to the period when Vineet Kumar Mishra served as chairman of the society.
Plot Allotment Rules Allegedly Ignored
The complaints allege that established rules and seniority norms were ignored while allotting plots. Complainants claim that plots were allotted to ineligible or favoured individuals instead of eligible members, and that there were irregularities in enrolment, society funds and dealings with private builders.
The complaint and preliminary findings also refer to an alleged increase in membership from the approved strength of 750 to nearly 35,000 members. Other allegations include issuance of lease deeds without competent approval, irregular allotments across much of the 15.71-hectare Asadpur project and 62 suspicious allotments requiring detailed examination.
District Magistrate Asked to Submit Report
Members of the Sangharsh Samiti and affected plot holders submitted affidavits and documents to the Chief Minister, alleging that Mishra misused his position as chairman and facilitated irregularities involving more than ₹300 crore. They also alleged that earlier inquiries did not give affected parties adequate opportunity to present their case.
Deputy Secretary Manish Kumar Singh has directed the Aligarh District Magistrate to examine every allegation in accordance with law and submit a detailed report at the earliest. District Magistrate Avinash Kumar said a fair and impartial inquiry is being conducted in compliance with government directions, and further legal or administrative action will depend on the findings.
