The Haryana government has launched an Auto-Mutation System and Paperless Registration 2.0 across the state to make property registration and land record updates faster, more transparent and less vulnerable to fraud. Under the new system, mutation proceedings will begin automatically once a property is registered, removing the need for a separate application by the buyer.

Mutation to Begin With Registration

The initiative has been rolled out across Gurugram and all tehsils and sub-tehsils in Haryana. Officials said the reform is aimed at reducing delays in updating land records and preventing property-related irregularities, including the multiple sale of the same property.

Under the earlier process, buyers had to apply separately for mutation after completing registration. The application then went through several stages, including verification by patwaris, scrutiny by kanungos and approval by tehsildars. Officials said this often caused delays and forced citizens to make repeated visits to revenue offices.

In some cases, mutation remained pending even after registration, leaving the seller’s name on official land records. Authorities said this gap could be misused in fraudulent transactions, including cases where a property was allegedly sold more than once.

Paperless Registration 2.0 Expanded Statewide

Along with auto-mutation, Haryana has implemented Paperless Registration 2.0 to digitize the property registration process. The system includes online procedures, document digitization and technology-driven changes intended to make registrations smoother and more efficient.

Officials said the project was first tested as a pilot in Manesar. After successful trials and software modifications based on feedback, the government expanded the system across the state.

Citizens will be able to obtain mutation copies directly from tehsil offices. The new system is expected to reduce unnecessary visits to patwari offices and lower additional expenses linked to mutation formalities.

Officials Say Reform Will Improve Transparency

Gurugram Deputy Commissioner Uttam Singh said the new system would reduce the time required for mutation work and spare citizens from repeated visits to revenue offices. He said the reform would improve transparency and ensure timely updating of land records.

District Revenue Officer Vijay Yadav said registry-related work was temporarily affected on Tuesday due to software upgrades, but the updated system is expected to make registration and mutation procedures more seamless.

Revenue officials said delays, procedural hurdles and corruption complaints had been recurring concerns under the earlier system. Authorities are monitoring the statewide rollout to ensure smooth implementation of the new digital framework.
