The Uttar Pradesh Cabinet has approved the Public Examination Ordinance 2024, introducing stringent penalties for paper leaks, cheating and organised malpractice in public recruitment and competitive examinations. The ordinance provides for punishment ranging from a minimum of two years in jail to life imprisonment, along with fines of up to ₹1 crore.
The decision was taken at a Cabinet meeting chaired by the Chief Minister. The government said the ordinance is aimed at protecting the integrity of public examinations and ensuring transparency, fairness and accountability in recruitment and competitive test processes across the state.

Strict Penalties for Examination Fraud
Under the newly approved ordinance, offences linked to examination fraud will be treated as serious criminal violations. The law provides for strict punishment against those involved in paper leaks, cheating, manipulation or other irregularities affecting public examinations.
Officials said the legislation has been framed to create a strong deterrent against malpractice. In serious cases, particularly those involving organised networks, repeat offenders or large-scale paper leak operations, non-bailable provisions will apply.
The government has stated that the objective is not only to punish individual offenders but also to dismantle syndicates that exploit gaps in examination systems for financial gain. Authorities said such networks have harmed the credibility of recruitment processes and affected deserving candidates.
Focus on Organised Paper Leak Networks
The ordinance introduces stronger provisions against organised groups involved in examination malpractice. Officials said the government wants to target entire networks rather than treat paper leak cases as isolated incidents.
The law also strengthens the administrative and investigative framework for public examinations. Authorities will have enhanced powers to monitor examination processes, identify suspected irregularities at an early stage and ensure swift prosecution of those found responsible.
Officials said stronger surveillance systems will be implemented at multiple stages of examination conduct. The aim is to detect suspicious activity promptly and prevent attempts to manipulate the recruitment process.
Move Aimed at Restoring Public Confidence
The government said the ordinance is part of a broader reform effort in the education and recruitment sectors. It follows repeated concerns over paper leaks and organised cheating networks that have damaged trust in competitive examinations.
Officials said fair and transparent examinations are essential to ensuring equal opportunity for all candidates. The ordinance is intended to ensure that selections are based on merit and are not influenced by fraud, external manipulation or organised malpractice.
