India’s Defence Acquisition Council has cleared military procurement proposals worth approximately ₹1.10 lakh crore, with nearly 98% of the proposed acquisitions expected to come from Indian industry.
The council, chaired by Defence Minister Rajnath Singh, granted Acceptance of Necessity to the proposals on September 7, 2026. The package covers equipment for the Army, Navy and Air Force, including helicopters, specialised military vehicles, surveillance radars, warship propulsion systems and electronic warfare equipment.
The approval is a major step in the procurement process, but it is not a final purchase order. Individual contracts, quantities and delivery schedules will be determined through subsequent procedures.

Army to Receive Helicopters, Mine Layers and Bridging Systems
The Army’s share of the package covers several different operational requirements rather than one major weapons platform.
The council approved proposals for Chemical, Biological, Radiological and Nuclear reconnaissance vehicles, High Mobility Vehicles, Self-Propelled Mechanical Mine Layers, Advanced Light Helicopters, Trawl Tanks and the Sarvatra Bridge System.
CBRN reconnaissance vehicles are designed to detect, identify and mark areas contaminated by hazardous chemical, biological, radiological or nuclear agents. Their purpose is to help troops assess dangerous environments and plan safer movement or protective measures.
High Mobility Vehicles will strengthen the movement of personnel, equipment and supplies across difficult terrain. The self-propelled mine layers are intended to improve the speed and responsiveness of mine-laying operations.
The Advanced Light Helicopters will support complex missions across varied terrain and operational conditions for the Army and Air Force.
The trawl tanks and Sarvatra Bridge System address another battlefield problem: helping fighting formations cross obstacles and difficult ground. Together, these acquisitions are intended to improve mobility and operational flexibility.
Navy to Upgrade Radar Coverage and Develop Indigenous Propulsion
For the Indian Navy, the DAC approved the procurement of Arudhra radars and the design, development and subsequent procurement of marine gas turbines.
The Arudhra systems are intended to replace existing Air Route Surveillance Radars at various naval air stations. Their role is to strengthen the ability to monitor and track aircraft in the surrounding airspace.
Marine gas turbines are used as propulsion systems in warships. Developing an indigenous alternative is intended to reduce dependence on foreign suppliers for a critical part of naval operations.
That distinction matters because the turbine proposal includes a development stage before procurement. It should not be described as an immediate purchase of a fully developed fleet of engines.
Air Force Proposals Include Jammers and Secure Access Cards
The Defence Ministry said the Air Force proposals are intended to strengthen the war-fighting capabilities of fighter aircraft, transport aircraft and helicopters.
The official announcement also identifies Ground-Based Multi-Purpose Jammers and the Defence Forces Secure Access Card system among the approved proposals.
The jammers will provide electronic warfare capabilities against adversary radars. Electronic warfare involves using electromagnetic signals to detect, disrupt or protect military systems that depend on radio-frequency communication and sensing.
The secure access card system will replace existing paper-based identity cards, passes and permits with interoperable smart cards based on Radio Frequency Identification technology.
RFID allows a card to communicate with a compatible reader using radio signals. In a military access-control system, it can support more consistent verification of personnel and permissions.
The government has not publicly disclosed the exact number of jammers or cards to be procured, nor has it specified the full list of Air Force aircraft modernisation programmes covered by the package.
What Does Acceptance of Necessity Actually Mean?
Acceptance of Necessity, or AoN, is an in-principle administrative approval that recognises the requirement for a proposed defence acquisition.
It allows the procurement process to move forward. It does not mean that the equipment has already been ordered, the manufacturer has received payment or the armed forces will receive it immediately.
Further stages can include technical evaluation, trials where required, commercial negotiations and final contractual approval.
This is why the ₹1.10 lakh crore figure should be understood as the estimated value of approved proposals, not money already spent.
The Ministry’s statement that approximately 98% of the acquisitions will be made from Indian industry is also significant. It signals the government’s intention to direct the overwhelming majority of the package towards domestic production.
However, the announcement does not provide a project-by-project breakdown of domestic content or identify every manufacturer. The final industrial and financial impact will become clearer as individual contracts are signed.

The breadth of the approvals shows that modernisation is not limited to buying new fighter aircraft or major warships.
Military preparedness also depends on mobility, surveillance, electronic warfare, engineering support, secure access and the ability to operate in hazardous environments.

The larger challenge will be execution. Developing advanced systems, completing trials and delivering equipment on time are separate tasks from obtaining administrative approval.
The Su-30MKI modernisation programme remains important to India’s air-combat planning, but the September 7 release does not provide enough detail to identify a specific Su-30MKI upgrade as part of this clearance. Any such claim should be supported by a separate official announcement.
