Lucknow | Large-scale irregularities have been uncovered in the Pradhan Mantri Awas Yojana (PMAY), where 427 beneficiaries in Uttar Pradesh are alleged to have fraudulently availed double benefits under both the rural and urban housing schemes. According to a central investigation conducted by the Ministry of Rural Development, several individuals reportedly manipulated documents and addresses to obtain two separate housing units under different categories of the scheme.

The probe has identified Lalitpur district as the most affected region, with 50 confirmed cases of beneficiaries receiving dual housing benefits. Banda reported 26 such cases, while Sitapur and Pratapgarh recorded 21 each. Firozabad accounted for 17 cases, Mirzapur 15, and Prayagraj 13. Even the state capital Lucknow has been flagged, where a case involving Uma Singh from Bhagwatipur village in Bakshi Ka Talab area showed registration of two separate houses under her name.

Officials stated that the irregularities are not confined to isolated districts but are spread across multiple regions of the state. In the Awadh region, Sitapur recorded 21 cases, followed by Amethi with 10, Bahraich 8, Sultanpur 7, Ambedkarnagar 5, Barabanki 4, and both Gonda and Raebareli with 2 cases each. Balrampur and Lucknow reported one case each.

On a national scale, the issue appears even more widespread. The report indicates that 8,047 individuals across India have allegedly availed benefits under PMAY more than once. Maharashtra ranks highest with 1,676 such cases, followed by Assam with 1,278 and Tamil Nadu with 1,196. Uttar Pradesh stands seventh in the national ranking for duplicate benefit cases.

The investigation further revealed that many beneficiaries manipulated their personal records, addresses, and identification details to separately access both rural and urban housing benefits. In some instances, different members of the same family reportedly used distinct identities to secure multiple housing approvals, thereby depriving genuinely eligible families of their rightful benefits.

Following the findings, the Ministry of Rural Development has issued directives to all states, instructing them to conduct detailed verification through district authorities. In Uttar Pradesh, the Rural Development Department has been directed to coordinate with Chief Development Officers (CDOs) across all districts to verify whether beneficiaries first availed the rural or urban component of the scheme.

State authorities have already initiated recovery proceedings and legal action against those found guilty of misusing the scheme. Officials confirmed that the government will recover funds from beneficiaries who wrongly obtained dual benefits and take strict action as per rules.

The case has raised serious concerns over the monitoring and verification mechanisms of welfare schemes, as PM Awas Yojana was designed to provide permanent housing to economically weaker and needy families. However, such irregularities have hindered the delivery of benefits to genuinely eligible applicants.

Authorities indicated that the ongoing verification process may lead to the identification of additional cases in the coming days. District administrations have been instructed to carry out rigorous data matching and documentation checks and submit reports on priority.

The government is also considering further digitization and tightening of verification systems to ensure greater transparency and prevent such misuse in the future, ensuring that housing benefits reach only deserving beneficiaries.
