Prayagraj: The district administration has formed a three-member inquiry committee to investigate allegations of financial irregularities exceeding ₹7.37 crore at Uttar Pradesh Rajarshi Tandon Open University. The alleged discrepancies relate to admission fee collection and examination-related processes between the academic sessions 2015-16 and 2019-20.

Complaint First Sent To CBI

The matter originated from a complaint filed by Anand Kumar, a resident of Kada Alipurjita in Kaushambi district, before the Central Bureau of Investigation. The complaint alleged that admission fees were collected from thousands of students through the university’s online admission system, but a portion of the amount did not reflect in the university’s bank accounts.

According to the complaint, there was a mismatch between expected revenue based on student admissions and the actual amount deposited in university accounts. The alleged discrepancy has been estimated at ₹7,37,30,757.

The complaint further alleged that the irregularity continued over several years in a systematic manner. It also named then admission in-charge and current examination controller Dr. G.K. Dwivedi, along with other officials associated with the process.

State Orders Detailed Inquiry

After receiving the complaint, the CBI forwarded the matter to the Uttar Pradesh government. The Higher Education Department later directed that a detailed inquiry be conducted, and the state administration sought a comprehensive report from the university authorities.

The CBI had earlier written to the Chief Secretary of Uttar Pradesh on October 31, 2025, recommending necessary action in the matter. Following this, Joint Secretary Shakeel Ahmad Siddiqui issued an order on April 27, 2026, directing the District Magistrate of Prayagraj to initiate an investigation.

Acting on the directive, the district administration constituted a three-member committee to examine the financial, administrative and technical aspects of the allegations.

Records And Transactions Under Scrutiny

The inquiry committee is examining admission records, bank transactions, fee collection mechanisms and related documents. Officials are also reviewing whether the online admission system, introduced for transparency, was misused in the alleged irregularities.

The university administration has responded to the allegations. Dr. G.K. Dwivedi stated that he had not yet received any official communication regarding the inquiry, while internal administrative verification and scrutiny of relevant records are underway.

Officials indicated that if the allegations are proven, the case may involve not only financial irregularities but also administrative negligence and possible corruption. The inquiry committee’s report will determine the course of further legal and administrative action.
