The Central Reserve Police Force (CRPF) has received a complaint alleging financial irregularities and hawala transactions against senior IPS officer Charu Sinha. The complaint, now under official scrutiny, claims that Sinha invested unaccounted funds in a shell company via an offshore entity in Singapore.
When contacted, CRPF Director General (DG) GP Singh confirmed the receipt of the complaint, stating:
“A complaint has been received. It is being handled in accordance with established procedures, especially as per CVC guidelines. Further updates may be provided in due course.”
Allegations Against The Officer
The complaint, which reportedly originates from a Chartered Accountant, accuses Charu Sinha, IG, Southern Sector, of making a Rs 10 crore investment through hawala channels into a shell company. The alleged funds were later reinvested into mutual funds.
- It is claimed that Rs 6.55 crore from mutual fund proceeds was used for personal expenses by Charu Sinha and her sisters during FY 2021-22.
- The complaint identifies M/s Devic Earth Pvt Ltd as the shell company, stating that the Rs 6.55 crore transaction was missing from the company’s audited financial statements.
- According to the complainant, the company’s balance sheet should have reflected this sum as cash or bank balance, but only Rs 18,87,555 was recorded as total cash reserves. This discrepancy has raised suspicions of financial misappropriation.
Additionally, the complaint alleges that during her tenure in Srinagar, Charu Sinha introduced a centralized ration procurement system for CRPF units. It is claimed that she handpicked vendors and suppliers and received financial kickbacks in return.

Charu Sinha’s Response
When contacted for a response, Charu Sinha dismissed the allegations, stating:
“We do not respond to smear campaigns on internal WhatsApp groups. Please check whether the complaint is anonymous or pseudonymous. Thank you.”
Officer’s Background
A 1996-batch IPS officer, Charu Sinha has held multiple key positions in the CRPF. She made history as the first woman Inspector General (IG) of the Srinagar Sector and has been involved in counter-terrorism operations. Prior to this, she served as IG, Bihar Sector, leading anti-Naxal operations.
Investigation Under CVC Guidelines
The Central Vigilance Commission (CVC) guidelines require transparency in financial matters. According to a senior CRPF official, anonymous complaints are generally not formally processed. However, if the complaint is not anonymous, an inquiry can be initiated. Even if anonymous, an investigation may still be launched if deemed necessary.
