Lucknow | A major recruitment fraud has surfaced in the Uttar Pradesh Health Department, exposing serious irregularities in the appointment process of Dark Room Operators. The scam has raised concerns over transparency in government hiring, with allegations that more candidates were illegally appointed than the actual number of selected applicants, using forged documents and manipulation at multiple levels. Following the revelations, at least eight employees have reportedly been quietly terminated or have resigned.
The recruitment was conducted in 2016 through the Uttar Pradesh Subordinate Services Selection Commission, in which a total of 355 candidates were selected. However, only 337 candidates actually joined their posts. Despite this, departmental-level irregularities allegedly led to the appointment of 29 additional individuals, whose documents were later found to be suspicious and, in several cases, fake.

Investigations have revealed large-scale manipulation in names, birth dates, and identity records during the recruitment process. In several instances, different individuals with identical names and the same date of birth were appointed in different districts. It is being alleged that fake documents were prepared and used to influence the process from the district level up to the directorate level.
According to sources, as complaints increased and scrutiny of the selection list intensified, layers of irregularities began to surface. Subsequently, the department reportedly took action in a discreet manner, terminating services of several employees or obtaining their resignations without making public announcements. In some cases, the process was carried out quietly to avoid administrative backlash.
An FIR has also been registered in Sonbhadra district in connection with the matter, indicating that the issue is not limited to administrative negligence but may also involve criminal wrongdoing. The scope of the investigation is now being expanded to other districts as well.
Record verification has revealed several shocking cases. It has come to light that six different individuals were appointed under the same name “Sudhir Kumar.” Similar duplication has been found in multiple other cases, raising serious concerns over the credibility of the entire selection process.
In another instance, two candidates named Awadhesh Kumar, son of Mewalal, were found to have identical birth dates. Both were posted in Hardoi district, and one of them was later removed after being declared fake during verification.
Similarly, two individuals named Dilip Singh, son of Mohan Singh, were found working at the same health center. One of them was terminated after discrepancies were discovered during investigation. Cases involving Girraj Singh and Jagdish Prasad have also surfaced, where duplicate identities and matching birth records were detected, with minor spelling differences in documents.
This entire episode has raised serious questions about the recruitment system, document verification process, and monitoring mechanisms within the health department. Experts believe that the scam reflects not just isolated irregularities but a potentially organized network operating within the system.
Currently, a detailed departmental review is underway, and additional suspicious appointments are being examined. Officials have indicated that further revelations are likely to emerge in the coming days, potentially expanding the scale and severity of the scam.
