Nearly six years after he was killed in a police encounter, the death of Vikas Dubey has officially been recorded in government files. The Kanpur Municipal Corporation’s Zone 4 office issued his death certificate on September 11, precisely 2,256 days after the incident occurred in July 2020. Officials sent the formal document via registered post to the Bikru village address listed in judicial records, finally resolving a prolonged administrative deadlock.
Discrepancy in Records Delayed Issuance
The six-year impasse stemmed from a clerical mismatch regarding the identity of Dubey’s father. Following the July 2020 encounter, the father’s name was entered differently across the police panchnama and the cremation paperwork. Because of this variation, the local health department and the municipal corporation were unable to cross-match basic identity records. With the documents in conflict, authorities kept the formal registration on hold, leaving the statutory record unfinalised for years.

This prolonged absence of official documentation created multiple administrative hurdles for Dubey’s family members. In the absence of a verified death certificate, nominees were unable to settle life insurance policies registered under his name. The legal transfer of both movable and immovable assets to his statutory heirs was similarly halted, stalling land mutation, revenue verifications, and related asset successions.
High Court Intervention Spurred Verification
With the administrative machinery stalled at the local level, the family eventually filed a petition before the Allahabad High Court seeking a judicial directive for the certificate’s release. The court intervened and directed the health department to submit a comprehensive factual report on the matter.
Following the court’s instructions, the office of the Chief Medical Officer in Kanpur initiated a thorough review of the original archives. Medical and administrative officials cross-verified the post-mortem files, the inquest papers, and the cremation registers. Once the discrepancy in the father’s name was resolved against supporting paperwork, the health wing cleared the verification report, enabling the Zone 4 civic office to formalise the entry and issue the certificate.
Encounter Followed Bikru Ambush
Dubey died on July 10, 2020, while being transported to Kanpur following his arrest in Ujjain, Madhya Pradesh. According to police reports, the vehicle ferrying him overturned on the outskirts of the city, after which he attempted an escape and was fatally shot in the ensuing gunfire. The sequence of events surrounding the encounter was subsequently examined by designated inquiry and judicial bodies.
The encounter had come days after an ambush in Bikru village on the night of July 2, 2020. A police contingent arriving to arrest Dubey was blocked by a JCB machine positioned across the road. Assailants positioned on nearby rooftops opened heavy fire, killing eight police personnel, including a circle officer. The incident triggered a massive multi-agency manhunt and operations against affiliated gang members, culminating in Dubey’s apprehension and death. The municipal entry now clears the path for his family to address pending financial, property, and legal successions.
