Lucknow: The Special Intensive Revision (SIR) of electoral rolls in Uttar Pradesh has led to the registration of the state’s first-ever FIR for submitting false information in an SIR form. The case, reported from Rampur district, involves a woman who allegedly concealed facts and furnished fraudulent details about her two sons both residing abroad during the voter information submission process.
Authorities stated that the matter came to light during the digitisation of SIR forms, when discrepancies were detected. Acting on the findings, Rampur District Magistrate (DM) directed the filing of an FIR against the woman and her two sons under relevant provisions of election and criminal laws.
Fake Forms Submitted in the Names of Sons Living Abroad
Investigations revealed that Noorjahan, a resident of Rampur city, filled and submitted SIR computation forms in the names of her sons Aamir and Danish. Subsequent inquiry showed that both have been living abroad for several years—Aamir in Dubai and Danish in Kuwait.
Officials further noted that the forms carried forged signatures, allegedly made by Noorjahan to falsely authenticate the submissions. These irregularities surfaced when the Booth Level Officer (BLO) digitised the forms as part of the standard SIR procedure. Finding the entries suspicious, the BLO reported the matter to senior officials, prompting a detailed probe.
DM Dwivedi said the evidence clearly indicated deliberate concealment of facts and violation of electoral norms. Based on his instructions, the Assistant Registration Officer lodged a formal complaint at the local police station, naming all three individuals in the FIR.
Administration Steps Up Vigilance to Safeguard Transparency
District Magistrate Dwivedi emphasised that the special revision exercise is being conducted with strict adherence to the Election Commission of India’s guidelines. Across all assembly segments of the district, the SIR campaign is being monitored carefully to ensure accuracy, transparency and integrity of the electoral rolls.
The case emerged specifically in Assembly Constituency 37 – Rampur, under Part Number 248, during routine verification of forms collected by the BLO. According to officials: Aamir (Voter No. 645) is currently residing in Dubai., Danish (Voter No. 648) is residing in Kuwait. Despite their prolonged absence from India, computation forms were submitted on their behalf, allegedly by their mother. The administration has termed this a deliberate and serious violation.
Providing False Information in Voter Records is a Punishable Offence
Authorities clarified that under Election Commission norms, providing false information, hiding facts, signing forms fraudulently or submitting entries for individuals not residing at the listed address constitutes a punishable offence. DM Dwivedi underlined key rules:
- A voter must submit SIR information only from their actual place of residence.
- If a person’s name appears in electoral rolls at two different locations, the individual must fill forms only for the location where they truly live.
- Any attempt to maintain duplicate voter entries or forge signatures invites strict legal action.
The administration said fraudulent submissions undermine the credibility of electoral rolls and disrupt the integrity of democratic processes.
Administration’s Appeal: Correct Errors Immediately or Face Action
The DM urged citizens whose families may have unintentionally submitted SIR forms from two locations to use the available rollback option. Individuals can approach their BLO to correct or update their entries immediately.
He warned that if anyone fails to rectify incorrect information even after being notified, or if discrepancies originate through deliberate concealment, legal action will be unavoidable.
Voters Advised to Provide Accurate, Updated Information Only
Calling transparency the cornerstone of the ongoing revision, DM Dwivedi appealed to all voters to submit only truthful, precise and up-to-date details in their forms.
“Any attempt to hide facts or provide misleading information not only violates election rules but also weakens the credibility of the democratic system,” he said. “Voters must remain vigilant and ensure the accuracy of all details they submit.”
