In one of the largest cyber crime busts in Bihar, the Patna Police has dismantled an interstate cyber fraud network operating a covert call centre to lure citizens with fraudulent promises of federal welfare benefits. Investigators seized control of the syndicate’s headquarters in Patna’s Mithapur locality, arresting nine key operatives and freezing 17 bank accounts across multiple financial institutions holding a combined ₹30 crore in suspected illicit proceeds. The criminal network fraudulently exploited flagship central government initiatives, including the Pradhan Mantri Mudra Loan, PM Kisan Samman Nidhi, PM Vishwakarma, and PM Awas Yojana, targeting vulnerable applicants across five Indian states.

Simulated Office and Tele-Targeting Operations

According to police disclosures, the syndicate established its nerve center inside a rented residential apartment in Mithapur. To evade suspicion from local residents and the property owner, the suspects furnished the apartment to closely resemble a legitimate corporate office, outfitting the space with computer terminals, high-speed networking equipment, and formal workstations. From this location, six trained tele-callers operated a clandestine call centre, initiating targeted outreach to individuals across the country.

The gang systematically targeted citizens whose genuine applications for government loans, housing subsidies, or agricultural grants had been delayed or rejected due to incomplete documentation. By obtaining specialized databases of pending applicants, the tele-callers established instant credibility, posing as official processing agents capable of expediting approvals and waiving administrative hurdles. Once trust was secured, the operators extracted confidential credentials, processing fees, and advance tax deposits from victims, routing the extorted sums into a complex web of mule bank accounts.

Five-State Network and Structural Breadth

A multi-angle investigation revealed that the syndicate’s operational footprint extended far beyond Bihar, establishing active modules in Uttar Pradesh, Jharkhand, Andhra Pradesh, and Telangana. Law enforcement officials confirm that the nine suspects apprehended in Mithapur worked in tandem with regional coordinators who procured fraudulent SIM cards, arranged rented bank accounts, and facilitated cash withdrawals via automated teller machines across state lines.

Investigators estimate that over two dozen additional accomplices remain active within the interstate network. The Patna Police Cyber Cell, in coordination with police departments in neighboring states, has launched targeted raids to dismantle secondary hubs and apprehend key orchestrators responsible for database procurement and account management.

Financial Audits and Forensic Recovery

Following the initial raid in Mithapur on August 14, forensic accountants and cyber investigators audited financial trails linked to the arrested individuals. Over four days of intensive tracing, authorities froze 17 bank accounts registered across various commercial banks. Five of these accounts were directly operated by the Mithapur suspects, while others were tied to co-conspirators arrested during concurrent raids in Rajiv Nagar, Kankarbagh, and Jamui.

The freezing of ₹30 crore marks a major financial blow to the network. Police are conducting comprehensive forensic audits of transaction histories, bank statements, and digital logs retrieved from seized mobile phones and laptops to map the flow of funds to final beneficiary accounts. Authorities anticipate further arrests as technical teams analyze phone call logs and server records to establish the full scope of the syndicate.
