Former Vice-Chancellor Accuses Builders of ₹2.11 Crore Fraud in Flat Deal

Lucknow: Prof. Marukh Mirza, former Vice-Chancellor of Khwaja Moinuddin Chishti Language University, has accused a real estate company and its associates of allegedly defrauding him of ₹2.11 crore in connection with a flat purchase. Following his complaint, the Kaiserbagh police registered an FIR against New Con Buildwell Private Limited, a unit of Shri Balaji Construction, its director Natwar Goyal, his son Himanshu Goyal and other individuals linked to five banks. The allegations include obtaining a ₹94.30 lakh loan in Mirza’s name and subsequently securing additional home loans worth ₹1.17 crore using allegedly forged documents.

According to Mirza, he planned to purchase a flat in Lucknow in 2023. During this period, he came in contact with Natwar Goyal, director of New Con Buildwell Private Limited, and his son Himanshu. The two allegedly showed him Flat Nos. 103 and 104 at Cine Grand Apartment in Lalbagh, Kaiserbagh. Following discussions, the price of one flat was fixed at ₹52.50 lakh, while the second was priced at ₹55 lakh.

According to the complaint, during the process of purchasing the flats, the accused allegedly arranged a loan of ₹94.30 lakh in Mirza’s name on December 14, 2023. He has alleged that the loan amount was taken away, while the sale of the two flats was not completed. Mirza claims that he neither received lawful possession of the properties nor received a satisfactory explanation regarding the loan proceeds.

The complaint alleges that the matter did not end there. Mirza has further alleged that his documents were subsequently used to obtain additional home loans amounting to ₹1.17 crore from five different banks. The complaint states that allegedly forged documents were used during the process and that some bank officials may have been involved. Police are now examining how the loan applications were prepared, which documents were submitted and how the verification and approval process was completed.

Mirza reportedly became aware of the alleged financial irregularities after receiving notices from the banks. According to the complaint, he received bank notices on June 8, 2025. A few days later, on June 13, notices relating to legal action by the banks were allegedly pasted at his flat. Following this, he gathered information about the loans and approached the police with his complaint.

The total alleged financial loss has been put at ₹2.11 crore. Investigators are examining bank accounts, loan applications, property documents, signatures and other records. A key part of the investigation will be to determine how loans were obtained in Mirza’s name from different banks and where the loan proceeds were ultimately transferred.

The FIR was registered following a court order. According to the Kaiserbagh police, the case against Natwar Goyal, Himanshu Goyal and other concerned parties is under investigation. Police are also examining the role of bank officials and other individuals if evidence of their involvement emerges during the investigation.

The company, however, has denied the allegations made by the former Vice-Chancellor. R.K. Srivastava, General Manager (Sales) of New Con Buildwell Private Limited, described the allegations of fraud as baseless. He claimed that Mirza had signed an affidavit after purchasing the flats and maintained that the company had not committed any fraud against him. The company’s position will also form part of the investigation.

Police are now examining the documents and banking records to establish how the alleged ₹2.11 crore financial irregularity occurred. Investigators are expected to scrutinize loan applications, property records, bank transactions and statements of the people involved. Further legal action will depend on the evidence gathered during the investigation, while the allegations against the accused remain subject to verification.
