Srinagar: Srinagar Authorities in Jammu and Kashmir have taken a significant step to strengthen the security of government bank accounts by mandating the exclusive use of official email IDs in all banking records.

The decision follows recent instances of financial irregularities and fraud risks arising from the use of incorrect or personal email addresses linked to government accounts.

According to the circular issued by the Finance Department, all contact details associated with government bank accounts—particularly email IDs—must now belong strictly to authorised government domains. Any existing personal or non-official email IDs must be immediately replaced with official ones. The move aims to safeguard public funds and enhance transparency in financial operations.

Stronger Verification Rules

Sources indicate that concerns were raised by the Union Finance Ministry over improper management of communication details in several government accounts. Such lapses increase the risk of unauthorised modifications, data breaches, and fraudulent transactions. Acting on these concerns, the Government of Jammu and Kashmir has enforced stricter guidelines across departments.

The circular directs Treasury Officers, Drawing and Disbursing Officers (DDOs), Single Nodal Agency (SNA) operators, and authorised signatories to regularly verify email IDs and mobile numbers linked to bank accounts. It also mandates that any request for changes in communication details must undergo a rigorous internal verification and authorisation process.

Cyber Fraud Risk Explained

Experts believe that in the era of digital banking, contact details have become one of the most vulnerable entry points for cyber fraud. Weak control over email IDs or mobile numbers can allow cybercriminals to gain access to accounts and execute fraudulent transactions. Common tactics include password resets, interception of one-time passwords (OTPs), and manipulation through fake communication requests.

Commenting on the issue, renowned cyber crime expert and former IPS officer Prof. Triveni Singh said, “Using personal email IDs in government accounts poses a serious security threat. Fraudsters typically target communication channels first and then exploit them to infiltrate financial systems. Making official email IDs mandatory is a timely and necessary step.”

Compliance and Enforcement

The Finance Department has further emphasised that all departments must ensure immediate dissemination and strict compliance with these directions across subordinate offices. Non-compliance may invite action against responsible officials. The circular has been circulated widely among administrative secretaries, judicial bodies, and departmental heads to ensure uniform implementation.

Analysts point out that with the rapid expansion of digital governance, such measures have become essential. Even a minor lapse in the management of government-linked financial accounts can lead to large-scale financial exposure. Strengthening communication channels is therefore critical to maintaining system integrity.

With effective implementation, the policy is expected to significantly enhance the security of government accounts and reduce instances of cyber fraud. The move is being seen as a crucial step toward reinforcing trust in digital financial systems and protecting public funds from emerging cyber threats.
