IAS vs IPS: Frequent Bureaucratic Battles Intensify in Karnataka – Will the Government Act?

The controversy, which has sent shockwaves through the police department, stems from a written complaint lodged by Katiyar against Roopa with the Chief Secretary of Karnataka and the state’s police chief.

The Karnataka police department has been rocked by allegations of misconduct and internal rivalry as IPS officer Vartika Katiyar has accused her senior colleague, D Roopa Moudgil, of orchestrating a plot to plant files in her office.

Katiyar, a 2010-batch IPS officer, has filed a formal complaint with Karnataka’s Chief Secretary, Shalini Rajneesh, and the state’s police chief, Alok Mohan, detailing the alleged misconduct. The letter has been reviewed by multiple sources, confirming its authenticity.

According to the complaint, Katiyar alleges that two junior officers—Head Constable Manjunath TS and Home Guard Mallikarjuna—were directed by Roopa to enter her office and place the files. The incident reportedly took place on September 6, 2024.

The complaint further states that Mallikarjuna gained access to Katiyar’s office keys through the control room sentry, after which Manjunath entered the room, placed the files, took a photograph of them, and sent the image to Roopa via WhatsApp.

Unauthorized Entry and Confidential Documents Katiyar claims that her personal assistant, Kiran Kumar, had previously warned Mallikarjuna not to enter her office without prior approval. She stated that she discovered the matter recently and confronted both Manjunath and Mallikarjuna, who allegedly admitted to acting on Roopa’s instructions.

“They admitted to entering my office room at Roopa’s behest and planting the files,” Katiyar wrote in her complaint. “Official and confidential documents are stored in my office room. Unauthorized entry, especially after office hours, is a crime.”

Katiyar also expressed concerns that similar acts of misconduct may have taken place before, though only this recent incident came to her knowledge.

Allegations of Vendetta Katiyar believes that Roopa may have engaged in these acts as an act of personal vendetta. She has accused Roopa of planning further unauthorized entries into her office and warned that any future incidents would hold Roopa “directly responsible.”

“She has threatened to take revenge against me once she becomes the Director General & Inspector General of Police (DG&IGP),” Katiyar alleged in her letter. She also claimed that Roopa had threatened to manipulate her annual appraisal and urged the Chief Secretary to take immediate action.

Past Controversies Involving D Roopa This is not the first time Roopa has been embroiled in controversy. In February 2023, Roopa made a series of allegations against IAS officer Rohini Sindhuri on social media, releasing private photographs of Sindhuri and referring to her as a “home-breaker.” The case eventually reached the Supreme Court, which later stayed the proceedings.

The latest allegations against Roopa have once again raised concerns about internal conflicts within the police force and the impact they may have on public trust in law enforcement. Authorities are yet to comment on the issue, and further investigations into the matter are awaited.
