In a major administrative action, Circle Officer (CO) Rishikant Shukla — known to be a close aide of controversial figure Akhilesh Dubey — has been suspended after being accused of amassing over ₹100 crore worth of disproportionate assets during his tenure in Kanpur. The state government has also ordered a vigilance inquiry into the matter.

Currently posted in Bhogaon, Mainpuri district, Shukla allegedly misused his authority during his long tenure in Kanpur to frame individuals in false cases and extort money, thereby building a vast real estate and business empire under his and his associates’ names.

SIT Detects Properties Worth ₹92 Crore Across 12 Locations

According to sources, a Special Investigation Team (SIT) report confirmed properties valued at over ₹92 crore across 12 locations linked to Shukla. Documents for three additional properties are reportedly missing, but confidential inputs suggest they too are connected to his PAN and financial trail.

Investigators have identified 11 shops in Kanpur’s Aryanagar area, registered under one Devendra Dubey — believed to be Shukla’s close associate. Officials say these assets are benami holdings traced back to the suspended officer.

A Long Tenure in Kanpur and Alleged Nexus with Local Syndicate

The Kanpur Police Commissioner’s report, submitted to senior administrative authorities in September, highlighted that Shukla had served in Kanpur for over a decade — from 1998 to 2006, and again between December 2006 and 2009.

During this period, he allegedly developed strong links with Akhilesh Dubey, who has long been accused of running a syndicate involved in false case fabrication, land grabbing, and illegal extortion. The network reportedly included officials from the police, Kanpur Development Authority (KDA), and other departments.

Government Moves Swiftly, Seeks Full Vigilance Report

Following the findings of the SIT, the Kanpur Police Commissioner sent detailed reports to the Additional Director General (Administration) on September 10 and 15. Acting on these inputs, the Vigilance Department issued orders on Monday suspending Rishikant Shukla and initiating a full-scale investigation into his assets and financial dealings.

A senior official from the Vigilance Department confirmed, “The probe will examine the source of funds, ownership patterns, and the role of family members and associates in acquiring the properties.”

Further Action Likely

Officials hinted that once the vigilance report is completed, the case may be referred to the Enforcement Directorate (ED) and the Income Tax Department for further scrutiny under the Prevention of Corruption Act and Benami Transactions (Prohibition) Act.
