How Technology Is Closing In on India’s Longest-Running Fugitives

For decades, changing your name, moving to another state, and taking up ordinary work as a labourer or security guard was often enough to disappear from the reach of Indian law enforcement. That calculus is shifting rapidly. A wave of recent arrests, including a 65-year-old man detained after 42 years on the run in a 1984 Delhi murder case and an 84-year-old apprehended after nearly four decades in hiding for a 1986 killing, illustrates how artificial intelligence, digital forensics and integrated criminal databases are now reopening cases long considered effectively unsolvable.

These are not isolated successes. Delhi Police’s Crime Branch tracked Natthu alias Natthulal to Hardoi district in Uttar Pradesh, closing a case registered in 1984, while a separate operation apprehended Chandra Shekhar Prasad from a factory storeroom in Delhi’s Nangli Poona area, where he had spent nearly forty years living under a false identity after allegedly murdering his wife in 1986. In Navi Mumbai, investigators traced Babu Gudgiram Kale, wanted since 1991, to Mulund using mobile phone data and surveillance, arresting the 70-year-old as he worked as a labourer and flower seller.

Age-Progression Technology Bridges the Identity Gap

The central challenge in any decades-old case is establishing what a suspect looks like today when police records may only contain a photograph taken thirty or forty years earlier. AI-based age-progression technology addresses this by generating an estimate of how a person’s features may have changed with time, offering investigators a working image to compare against current identity records.

Crucially, such technology functions only as an investigative aid rather than definitive proof. Any AI-generated match must still be corroborated through documents, biometric records, family links and other independently verifiable evidence before it can support an arrest, a distinction investigators say prevents technology from substituting for the rigour conventional policing still demands.

Digital Trails Left by Family and Associates

Fugitives who carefully avoid digital exposure themselves often cannot control the online presence of relatives and acquaintances who remain active on social media. Photographs from weddings, family gatherings and other public events can inadvertently reveal a suspect’s location, appearance or continuing social ties, giving investigators leads that would have been unavailable through direct surveillance of the fugitive alone.

This approach shifts investigative focus outward, examining a suspect’s broader social and family network rather than relying solely on information about the individual, a method that proved decisive in several recent cold-case breakthroughs where the original suspect had severed nearly all traceable connections to their past identity.

CCTNS and the Power of Connected Records

The Crime and Criminal Tracking Network and Systems has become a critical backbone for this kind of work, allowing investigators to cross-reference decades-old case files against newer criminal or identity-related records generated anywhere in the country. A fingerprint captured during an unrelated recent investigation, for instance, can sometimes establish an unexpected link back to an old, dormant case file.

This integration means a fugitive who successfully avoided detection for years by relocating and adopting a new identity in a different state now faces a growing risk that any subsequent interaction with law enforcement, however minor, could surface a connection to their original crime. Kerala Police have separately demonstrated the flexibility of this data-driven approach, using confessions from an accused in decades-old murders to trace and identify previously unknown victims, reversing the traditional direction of investigative reconstruction entirely.

Building Institutional Capacity for the Long Game

Specialised training institutions focused on digital forensics, data analytics and modern identification techniques are increasingly seen as necessary to sustain this shift, since combining technical expertise with ground-level investigative experience is what ultimately connects fragmented information across decades-old case files. Officials Involved in these cases have described the effort as requiring sustained, dedicated teams rather than sporadic attention, given how thin the original evidentiary trail typically becomes after thirty or more years.

The broader message these cases send is unambiguous: a changed name, a new city and decades of ordinary, unremarkable living no longer guarantee permanent evasion. Technology has not replaced conventional detective work, but it has meaningfully narrowed the space in which a fugitive from India’s past can remain permanently unseen.
