India to Dismantle Overseas Drug Syndicates Under New Multi-Agency Anti-Narcotics Plan

In a major strategic shift in India’s fight against narcotics, the Central Government has decided to launch a coordinated multi-agency offensive aimed at dismantling international drug syndicates and disrupting global supply chains before narcotics reach the country’s borders. The initiative marks a transition from intercepting drug consignments after they enter India to preventing trafficking at its source.

The new strategy has been formulated in line with Union Home Minister Amit Shah’s zero-tolerance policy against narcotics. According to official sources, the plan was finalised following a series of high-level meetings held during March and April, several of which were chaired by the Home Minister.

Senior officials said the campaign focuses on identifying and dismantling the global criminal infrastructure responsible for producing, financing, transporting and distributing narcotics, rather than relying primarily on seizures within India.

Under the new framework, intelligence, enforcement and investigative agencies have been directed to prepare comprehensive assessments of the international narcotics ecosystem within their respective areas of responsibility. The exercise includes identifying major drug trafficking corridors, profiling international drug kingpins, tracing financial and logistics networks, and mapping criminal operations across the Golden Triangle, Southeast Asia, the Middle East and other high-risk regions.

Authorities said the intelligence gathered by different agencies will be integrated into a unified operational framework to facilitate coordinated enforcement action. Indian officials posted abroad have also been assigned an expanded role in strengthening intelligence-sharing with foreign governments and collecting actionable information on transnational drug trafficking organisations.

Officials indicated that the focus is now on dismantling the entire ecosystem supporting narcotics trafficking instead of limiting enforcement efforts to drug seizures after consignments enter the country. The strategy is expected to significantly strengthen intelligence generation through enhanced surveillance, financial investigations, technical monitoring and closer cooperation with international law enforcement agencies.

The campaign is being implemented on a war footing using an intelligence-led, multi-agency model similar to approaches previously adopted against Left Wing Extremism. Authorities believe the integrated strategy will improve coordination among agencies and enable faster identification of cross-border criminal networks.

Unlike earlier anti-drug operations, the new framework seeks to simultaneously target production centres, trafficking routes, precursor chemical supply chains, financial networks, darknet marketplaces, cryptocurrency-based transactions and international logistics channels allegedly used by organised crime syndicates to facilitate narcotics trafficking.

Officials said disrupting these interconnected networks is expected to significantly weaken the operational capabilities of international drug syndicates while preventing illegal consignments from entering India.

The renewed offensive comes amid increasing concerns over India’s vulnerability to global narcotics trafficking networks and reflects the government’s broader effort to strengthen national security through intelligence-driven preventive action. Authorities expect the initiative to enhance international cooperation and improve the country’s capacity to detect, disrupt and dismantle transnational drug trafficking organisations before they can establish or expand operations affecting India.
