Former Spanish Prime Minister José Luis Rodríguez Zapatero has come under renewed legal scrutiny after investigators discovered luxury jewellery worth more than ₹13 crore in a safe located at his office. The discovery has prompted Spain’s top criminal court to launch a separate investigation into possible tax fraud and smuggling-related offences, adding to the legal challenges already facing the former leader.

Zapatero is currently under investigation in connection with allegations linked to the state bailout of a private airline during the Covid-19 pandemic. Investigators are examining whether he improperly used his political influence to benefit private interests. The former prime minister has consistently denied all allegations and maintains that he acted within the law at all times.

The latest controversy emerged in May when authorities searched his office as part of the ongoing inquiry. During the operation, investigators reportedly found a significant collection of luxury jewellery stored inside a safe. An expert valuation later estimated the collection’s worth at approximately €1,323,915 (around ₹13.1 crore).

According to judicial officials, the collection includes expensive watches, rings, necklaces, bracelets and other high-value luxury items. The discovery immediately raised questions regarding the origin of the assets and whether all required tax obligations associated with their acquisition had been properly fulfilled.

Lack of Import and Customs Documentation

Court officials stated that investigators were unable to immediately obtain complete tax documentation or financial records explaining the acquisition of the jewellery. As a result, a new inquiry has been opened to determine whether the assets were purchased, inherited, gifted or otherwise acquired in compliance with Spanish tax laws.

Legal authorities argue that ownership of assets of such substantial value generally creates multiple tax obligations. Investigators are therefore examining whether value-added tax (VAT), inheritance tax, gift tax, property transfer tax or personal income tax requirements were properly met in relation to the jewellery.

Contradictory Valuations Spark Scrutiny

Representatives for Zapatero have responded by saying that part of the jewellery collection was inherited by the former prime minister and his wife, while other pieces were acquired during international travel over the years. They also acknowledged that initial public statements significantly underestimated the value of the collection, which was originally estimated by his team to be worth only between €30,000 and €50,000.

In a subsequent clarification, the former prime minister’s team said they would provide the court with all necessary documentation and explanations regarding the origin and ownership of the assets. They insist that there is a legitimate explanation for every item found during the search.

Zapatero has categorically denied engaging in any illegal activity. He has stated that both his public and private conduct have always complied with the law and that he intends to cooperate fully with judicial authorities throughout the investigation. He has further argued that the allegations against him are unfounded and that the facts will ultimately clear his name.
