New Delhi: The Central Bureau of Investigation (CBI) has taken another major step in the high-profile Noida homebuyers fraud investigations by filing its seventh chargesheet in connection with alleged real estate fraud and fund diversion. This time, the agency has named Sequel Buildcon Private Limited and its directors as accused. According to investigators, the company allegedly misled homebuyers and investors through false assurances, deceptive claims, and misleading project representations in order to obtain financial gains, causing substantial losses to buyers.
Builder Accused of Misleading Buyers
The chargesheet has been filed before a competent court under provisions of the Indian Penal Code related to criminal conspiracy, cheating, and criminal breach of trust. Investigators allege that the company and its directors deliberately created a misleading picture regarding project status, delivery timelines, investment security, and construction progress to attract funds from buyers. The probe is also examining whether money collected for the housing project was diverted for purposes other than those originally promised to investors.

The case forms part of a broader investigation being conducted by the CBI under directions issued by the Supreme Court of India. The agency is currently probing around 50 cases involving several builder firms and unnamed officials of financial institutions over allegations of cheating homebuyers, diversion of funds, and financial irregularities linked to stalled or delayed housing projects across the country. Investigators suspect that in many cases, large sums collected from buyers were allegedly transferred to unrelated projects, shell entities, or personal accounts instead of being used for construction activities.
CBI Probe Covers 50 Builder Fraud Cases
Earlier, the CBI had already filed six separate chargesheets in similar cases against Rudra Buildwell Constructions Pvt. Ltd., Dream Procon Pvt. Ltd., Jaypee Infratech Ltd., AVJ Developers (India) Pvt. Ltd., CHD Developers Pvt. Ltd., and Shubhkamna Buildtech Pvt. Ltd. In some investigations, officials from banks and financial institutions have also come under scrutiny. The agency is examining whether loans, project approvals, and financial clearances were granted despite alleged irregularities or in violation of due diligence procedures.
Real estate experts say thousands of homebuyers in Noida and the National Capital Region have suffered due to delayed projects, incomplete construction, and alleged diversion of funds over the past several years. Many buyers continue to bear the dual burden of paying both EMIs and house rent while waiting for possession of promised flats. Experts believe that filing of chargesheets strengthens the legal process and increases hopes among affected buyers seeking accountability and compensation.
Renowned cyber and financial crime expert and former IPS officer Prof. Triveni Singh said, “Real estate fraud today extends far beyond conventional property disputes. In many cases, digital fund flows, shell companies, layered financial transactions, and manipulated accounting systems are used to rotate investors’ money. Investigative agencies are increasingly relying on banking trails, email communications, digital accounting records, and forensic audits of corporate transactions to uncover the full extent of such frauds.”
Financial Trails and Wider Links Under Scanner
Meanwhile, in a separate case, the CBI recently arrested a Superintendent posted at the CGST office in Meerut along with a computer operator in connection with an alleged bribery case. According to allegations, a bribe of ₹6,000 was demanded in exchange for revoking a show-cause notice issued to a complainant. Following a complaint, the agency conducted a trap operation and allegedly caught the computer operator red-handed while accepting the bribe amount on behalf of the official. Both accused were subsequently arrested, and further investigation is underway.
The CBI investigation into the Noida homebuyers fraud cases is continuing, and officials believe more revelations could emerge regarding financial transactions, project funding patterns, and the possible involvement of additional companies and officials in the coming months.
