A new and alarming form of cyber fraud is emerging in Bihar’s West Champaran district, where scammers are specifically targeting teachers through a technique known as mobile number porting or SIM swap. By gaining control of a victim’s phone number, fraudsters are able to access linked bank accounts and siphon off money without immediately raising suspicion.
According to officials, multiple complaints over the past few months have revealed a consistent pattern, indicating that this is not a series of isolated incidents but part of a coordinated and organized cybercrime network. The seriousness of the threat has prompted authorities to alert both the district administration and the education department, with a focus on preventive awareness.
Fraud Begins with Deceptive Calls
Investigations suggest that the scam typically starts with a phone call. Fraudsters contact teachers while posing as officials from the education department or related administrative bodies. Using convincing language and official-sounding claims, they create a sense of urgency around verification processes, updates, or compliance requirements.
During the conversation, victims are gradually persuaded to share sensitive information or follow certain instructions. In some cases, scammers manage to extract OTPs or other authentication details, which are then used to initiate the mobile number porting process to another telecom operator controlled by the fraudsters.
Once the process is completed, control of the victim’s phone number is effectively transferred.

Loss of Control Leads to Financial Theft
A mobile number is a critical link to modern banking systems, as it is used for OTP-based authentication, alerts, and password resets. When fraudsters gain control of the number, they can intercept OTPs and bypass security layers designed to protect bank accounts.
With access to the SIM, scammers proceed to reset banking credentials, log into financial apps, and authorize transactions. In many cases, victims remain unaware until funds have already been withdrawn, as they no longer receive alerts or notifications tied to their number.
This method is particularly dangerous because it does not require direct access to bank account details. Instead, control over the mobile number becomes the gateway to the entire financial ecosystem.
Why Teachers Are Being Targeted
Authorities believe that teachers are being singled out due to the relative accessibility of their contact details through institutional or semi-public platforms. Additionally, fraudsters exploit the trust associated with official communication, assuming that individuals are more likely to comply with instructions when they appear to come from government or departmental sources.
By invoking the names of departments and administrative processes, scammers lend credibility to their calls, reducing the likelihood of immediate suspicion.
Administration Issues Warning
In response to the growing threat, local cyber authorities have issued formal advisories to the district administration and education department, urging them to spread awareness among teachers. Plans are underway to conduct block-level meetings and workshops aimed at educating potential targets about the risks and preventive measures.
Citizens have been strongly advised not to trust unsolicited calls or messages and to verify the authenticity of any communication before taking action. Any suspicious activity should be reported immediately to cybercrime units or local authorities.
How to Protect Yourself from SIM Swap Fraud
Experts recommend that individuals rely only on official channels for any mobile number porting requests. If a phone suddenly loses network connectivity or the SIM stops functioning without explanation, it could be a warning sign of unauthorized porting.
Users should never share OTPs, banking details, or SIM-related information with unknown callers. Carefully reading SMS alerts and acting promptly on unusual activity can help prevent financial losses.
It is also advisable to enable additional security features such as two-factor authentication and to maintain regular contact with service providers for any account-related concerns.
