New Delhi, August 25, 2026: In a significant push towards technological self-reliance in digital investigations, the Ministry of Electronics and Information Technology (MeitY) has called for wider evaluation and adoption of indigenous, Make-in-India cyber forensic tools by cyber forensic laboratories across the country.
In an Office Memorandum dated August 25, 2026, MeitY’s Cyber Security Division highlighted the availability of cyber forensic technologies developed by Indian institutions, including C-DAC, domestic industry and startups. These tools cover critical areas such as mobile forensics, memory and disk forensics, network forensics, and multimedia and image forensics, supporting law-enforcement agencies and forensic science laboratories in the scientific examination of digital evidence.
Reducing Dependence on Foreign Forensic Software
The memorandum draws attention to the continued heavy reliance of Indian cyber forensic laboratories on foreign proprietary forensic platforms.
According to MeitY, such dependence can involve recurring licensing expenditure as well as reliance on external vendors for software updates, technical support and continued access to forensic capabilities.
The Ministry has positioned indigenous cyber forensic technology as an important component of the Atmanirbhar Bharat objective. Wider domestic adoption could potentially provide greater data sovereignty, cost-effectiveness, customisation and operational independence, particularly as the volume and complexity of cybercrime investigations continue to increase.
The initiative assumes additional significance because digital forensic tools increasingly process highly sensitive evidence extracted from computers, smartphones, networks, storage media and multimedia devices.
Focus on Section 79A Cyber Forensic Laboratories
The memorandum specifically refers to cyber forensic laboratories notified under Section 79A of the Information Technology Act, 2000 as Examiners of Electronic Evidence.
MeitY has observed that these laboratories predominantly rely on foreign proprietary tools for digital forensic examinations. The Ministry has therefore encouraged broader adoption of indigenous solutions across the country, with particular emphasis on laboratories funded by the Government of India through various schemes.

Rather than mandating the immediate replacement of existing platforms, the memorandum asks laboratories to evaluate indigenous forensic tools and adopt them wherever they are found suitable, either in place of or alongside existing tools.

Indian Developers to Receive Field-Level Feedback
An important element of the initiative is the creation of a feedback loop between forensic practitioners and Indian technology developers.
Cyber forensic laboratories have been requested to share feedback and practical use-case requirements with the institutions, companies and startups developing indigenous solutions.
Such interaction can help developers improve tools according to actual investigation requirements encountered by police, cybercrime units and forensic laboratories—including evolving device architectures, encryption, new file systems, cloud-linked evidence, large datasets and emerging cybercrime techniques.
This practitioner-developer collaboration could become crucial for creating Indian forensic products capable of competing with established international platforms.
Opportunity for India’s Cyber Forensics Ecosystem
The MeitY direction could provide a significant boost to India’s growing ecosystem of cyber-forensics companies, startups, research institutions and technology developers.
A mature indigenous ecosystem could eventually span the entire digital-evidence lifecycle—from forensic acquisition and preservation to examination, analytics, correlation, reporting and courtroom presentation.

However, adoption will ultimately depend upon more than indigenous origin. Forensic technologies used by investigative agencies must demonstrate technical reliability, repeatability, integrity of evidence, validation, auditability, security and suitability for judicial scrutiny.
Data Sovereignty Becomes a Strategic Consideration
The policy also highlights the growing connection between cyber forensics and national data sovereignty.
Digital forensic investigations can involve extremely sensitive information relating to criminal investigations, government systems, financial transactions, communications and national-security matters. Developing greater domestic technological capability can therefore reduce strategic dependence on overseas technology providers.
At the same time, maintaining access to multiple validated tools—Indian as well as international—can remain important because independent verification using different forensic technologies is often valuable in complex investigations.
From ‘Make in India’ to ‘Investigate with India’
The MeitY memorandum could mark an important transition for India’s cyber-forensics sector: from primarily consuming international forensic technologies to developing, validating and deploying its own investigative technology ecosystem.
The Ministry has requested that the matter be accorded priority and that necessary action be taken to facilitate adoption of indigenous cyber forensic tools.
If backed by rigorous testing, forensic validation, practitioner training, continuous R&D and sustained collaboration between government, C-DAC, law-enforcement agencies, forensic laboratories, academia, industry and startups, the initiative could strengthen India’s ability to investigate an increasingly complex generation of digital crimes.
For India, the larger objective is therefore not merely Make in India, but building a self-reliant, secure and globally competitive cyber-forensics ecosystem capable of supporting investigations from device to courtroom.
