Ghazipur: A major financial irregularity has surfaced in Uttar Pradesh’s Ghazipur district, where an alleged embezzlement of around ₹30.95 lakh has been reported during ATM cash loading operations. Based on a company complaint, a case has been registered against a master franchisee and two others for cheating and criminal breach of trust. Initial findings suggest a deliberate attempt to mislead the company and siphon off funds.

The case is linked to Hitachi Payment Services Pvt Ltd, an entity authorised by the Reserve Bank of India to manage ATMs and cash deposit and withdrawal machines for multiple banks. The company had appointed Amit Kumar Jaiswal, a resident of Dildarnagar, as the master franchisee for ATM operations in Ghazipur. Later, at his request, a franchise agreement was also extended in the name of his son, Harsh Raj.

According to the company, the responsibility of loading cash into five ATM machines installed at various locations in the district was assigned to Amit Kumar Jaiswal, Harsh Raj, and their employee, Vishwajeet Raj. This role is considered highly sensitive because it involves handling large volumes of cash daily.
Partial Repayment Deepens Suspicion in Multi-Lakh ATM Embezzlement Case
The alleged fraud came to light during an internal audit when the company reconciled ATM switch data with financial records. The verification revealed that a total of ₹43,37,600 in cash had been deposited into the machines, less than what was recorded. Following this discrepancy, the company sought explanations from the franchisee and issued multiple notices.
The company claims that, despite repeated notices, the accused made only partial repayments. On November 18, 2025, ₹8,09,700 was deposited, followed by ₹4,32,200 on November 19, 2025. However, a substantial amount of ₹30,95,700 still remains unpaid. The company has alleged that this was not a case of negligence but a deliberate act of misappropriation.
Franchisee Model Under Fire as Probe Tracks Missing ATM Funds
The complaint further states that the accused provided misleading information regarding cash loading and allegedly manipulated records to conceal the actual shortfall. Such actions raise serious concerns about the integrity of ATM operations, as they involve direct handling of funds within the banking ecosystem.
Taking the matter seriously, the company’s assistant manager submitted a formal complaint to senior authorities seeking action. Upon directions, the local police registered a case against the accused under relevant sections for fraud and criminal breach of trust. An investigation is currently underway to uncover the full extent of the alleged wrongdoing.
Investigating agencies are closely examining ATM technical data, transaction logs, and related documents. Efforts are also being made to determine how and where the misappropriated funds were utilised. The accused are likely to be questioned in detail as part of the ongoing probe.
