Power distribution companies in Uttar Pradesh will refund the excess amount collected from consumers during the installation of smart meters with new electricity connections. Following an order from the state Electricity Regulatory Commission, companies will return around ₹200 crore to consumers through adjustments in their electricity bills.

The commission has directed that the refund be adjusted in power bills issued between April and July. The companies must also submit a compliance report to the commission by August 11.

Over 3.53 Lakh Consumers to Benefit

According to official figures, between September 10 and December 31, 2025, power companies issued 353,357 new electricity connections in the state. At that time, the official prices of smart meters had not yet been finalized, resulting in consumers being charged higher amounts.

After the approval of the revised Cost Data Book by the regulatory commission, the actual prices of the meters were determined, leading to the decision to refund the excess charges.

Higher Prices Were Charged Earlier

When the new connections were issued, consumers were charged the following rates for smart meters:

  • Single-phase smart meter: ₹6,016
  • Three-phase smart meter: ₹11,341

Later, after the revised cost determination, the prices were fixed at significantly lower levels:

  • Single-phase smart meter: ₹2,800
  • Three-phase smart meter: ₹4,100

Refund Estimated at Around ₹200 Crore

Officials said that for the meters installed between September 10 and December 31, 2025, the difference in excess charges alone amounts to about ₹127 crore. When earlier installations are also included, the total refund could reach approximately ₹200 crore.

Relief Through Bill Adjustments

Consumers will not receive the refund in cash. Instead, power companies will adjust the amount in upcoming electricity bills, which will reduce the total payable amount for many households.

Energy sector experts say the decision is an important step in protecting consumer interests and could also improve transparency in the implementation of the smart meter program.
