In a significant judgment linked to the notorious Vyapam recruitment scam, a CBI special court in Indore on Tuesday sentenced 10 convicts to five years’ rigorous imprisonment in a case involving impersonation and forged documents in the Patwari Recruitment Examination, 2008. The court also imposed a fine of ₹3,000 on each accused.

The case relates to manipulation of the recruitment process conducted by the Madhya Pradesh Professional Examination Board (Vyapam), where the accused allegedly secured government jobs by submitting fake educational certificates and forged eligibility documents. After a full-fledged trial, the court held all the accused guilty.

Convicted Accused

The court convicted the following persons:

  • Rameshwar
  • Rakesh
  • Devendra
  • Chetan
  • Balram
  • Harpal
  • Gopal
  • Jitendra
  • Dinesh
  • Digvijay Singh Solanki

Each of the convicts has been sentenced to five years’ rigorous imprisonment (RI) along with a ₹3,000 fine.

The court observed that the offence was not a mere instance of individual cheating but a systematic attempt to subvert a public recruitment process, causing direct injustice to meritorious candidates.

Background of the Case

The case originated from FIR No. 557/2012, registered on October 26, 2012, at Kotwali Police Station, Khargone district. Investigators found that the accused had produced forged educational certificates and supporting documentsto falsely establish eligibility for the 2008 Patwari recruitment examination.

Using these documents, the accused allegedly secured selection and appointments, thereby depriving eligible candidates of employment in the state revenue administration.

Investigation Timeline

Initially, the investigation was conducted by Khargone Police, which filed Charge Sheet No. 221/14 on May 28, 2014, before the competent court.

Subsequently, following Supreme Court directions transferring all Vyapam-related cases to the Central Bureau of Investigation (CBI), the probe was taken over by the agency. The CBI re-examined the evidence, recorded additional witness statements and firmly established the deliberate use of forged documents and impersonation during recruitment.

Court’s Observations

During the trial, the prosecution proved that the accused knowingly used forged certificates as genuine, constituting offences of cheating, forgery and criminal conspiracy.

The court noted that recruitment frauds of this nature strike at the core of transparency, fairness and public trust in competitive examinations. It emphasised that such offences not only harm deserving candidates but also weaken confidence in public institutions.

Significance of the Verdict

The conviction is considered a major development among the numerous cases arising from the Vyapam scam, one of the largest examination and recruitment frauds in India. The verdict, delivered years after the offence, reflects the complexity and scale of Vyapam investigations.

CBI officials stated that the agency remains committed to ensuring effective prosecution and convictions in other Vyapam-related cases pending before courts.

Broader Message

Legal experts say the judgment sends a strong deterrent message that manipulation of public recruitment processes will not go unpunished, regardless of the time elapsed. The ruling reinforces judicial resolve to uphold integrity in public employment and combat systemic corruption.
