Uttar Pradesh Unveils AI Blueprint: 65 Data Labs, ₹2,000-Crore Roadmap with Focus on Healthcare

The Uttar Pradesh government has drawn up an ambitious blueprint to implement artificial intelligence (AI) in mission mode across the state, marking one of the largest state-led AI initiatives in the country. Chief Minister Yogi Adityanath on Monday announced the launch of ‘Mission AI’, under which projects worth nearly ₹2,000 crore will be rolled out in a phased manner over the next three years.

A key pillar of the mission will be the establishment of 65 AI data laboratories across the state, with a deliberate focus on small and medium towns rather than limiting advanced digital infrastructure to major urban centres. The primary thrust of the initiative will be on strengthening healthcare delivery through data-driven decision-making and predictive analytics.

Addressing the conference, the chief minister said AI was not merely about technological upgradation but about improving the quality of governance. He underlined that the state was moving from a reactive administrative framework to a proactive and predictive governance model, where decisions are timely, precise and rooted in public interest.

Small cities to emerge as data hubs

One of the distinguishing features of Mission AI is its decentralised approach. Officials said most of the proposed data labs will be located in smaller cities to ensure that technological innovation is not confined to metropolitan areas. These facilities will serve as hubs for collecting, analysing and deploying large healthcare datasets to support policy formulation and service delivery.

According to officials, the data labs will play a critical role in disease surveillance, pandemic preparedness and monitoring vector-borne illnesses. By analysing patterns related to disease outbreaks, hospital admissions and regional health risks, authorities will be able to identify vulnerable zones in advance and allocate resources more efficiently.

AI-driven transformation of healthcare services

The government believes AI-enabled solutions will significantly improve both the reach and quality of healthcare services in the state. Real-time data analytics and feedback mechanisms are expected to help policymakers assess the effectiveness of health schemes and introduce corrective measures without delay.

AI applications are likely to be deployed in early detection of infectious diseases, management of public health emergencies, optimisation of hospital operations and forecasting healthcare demand. Officials said such data-driven interventions would help reduce response time during outbreaks and improve overall patient outcomes.

Institutional backing for AI ecosystem

Mission AI will be supported by an expanding ecosystem of industrial, academic and research institutions in the state. Projects such as medical device parks and pharma parks are already underway, while Lucknow is set to host a Meditech Centre of Excellence. Noida is emerging as a hub for AI-driven innovation and entrepreneurship, with incubation support for technology startups.

The state government is also working closely with academic and research institutions to promote AI-focused research and skill development. Over the long term, the administration aims to develop Lucknow as an ‘AI City’, bringing together policy planning, research, startups and industry on a single platform.

Technology anchored in trust and inclusion

The chief minister stressed that technology delivers meaningful outcomes only when combined with sensitivity, innovation and public trust. Mission AI, he said, seeks to make digital solutions an integral part of governance while ensuring transparency, accountability and inclusiveness.

Officials described the initiative as more than a technology programme, calling it a structural reform aimed at redefining the way public services are designed and delivered. Beyond healthcare, the impact of AI is expected to gradually extend to sectors such as education, urban management, disaster response and public welfare schemes.

With the formal announcement of Mission AI, Uttar Pradesh has signalled its intent to position itself at the forefront of AI adoption among Indian states. By linking advanced technology with grassroots governance and public service delivery, the state hopes to turn future-ready innovation into tangible benefits for citizens across regions.
