A government school teacher in Uttar Pradesh’s Unnao district has been placed under suspension after authorities discovered he allegedly secured his appointment over two decades ago by falsely claiming his living father had died. Rambaran, who obtained his posting in 2003 under the deceased-dependent quota, managed to serve for nearly 23 years before official records confirmed that his father was not only alive, but that his mother had also been drawing a family pension. Following an inquiry by a three-member departmental panel that substantiated the charges, Basic Education Officer Shailesh Pandey ordered the teacher’s immediate suspension and attached him to the Hilouli Block Resource Centre.

Land Registration Records Expose Decades-Old Misrepresentation

The inquiry traces back to the family of Shriram Yadav, a resident of Manjharia village in the Asoha block, who worked as a primary school teacher in Neemtikar village in 2002. His younger son, Rambaran, allegedly submitted fraudulent records indicating his father had passed away, thereby claiming eligibility for an appointment reserved strictly for the dependants of deceased government employees. Upon securing the post, Rambaran relocated his family to Mohanlalganj in Lucknow while commuting to his initial posting in Asoha. He subsequently arranged a transfer to the Hilouli block in 2004, serving most recently at an upper primary school in Kherwa village.

The prolonged deception began unraveling when local revenue records revealed property transactions executed by the supposedly deceased father. In 2014 and 2015, land was formally registered in Shriram Yadav’s name, prompting villagers to question how a man presumed dead in 2002 could participate in legal land dealings more than a decade later. Lalitish Singh, a resident of Korana village, joined other local complainants to file formal petitions with the Director of Education and the Basic Education Officer. They demanded a comprehensive audit of the teacher’s appointment files alongside regional revenue documentation, noting that inheritance mutations were recorded as late as 2023, approximately 21 years after the purported bereavement.

Departmental Inquiry Confirms Preliminary Findings

Taking cognizance of the formal petitions, the Basic Education Officer constituted a three-member panel to evaluate the recruitment file alongside the conflicting revenue papers. The committee determined that the father had remained alive throughout the teacher’s career while his spouse drew regular pension benefits, directly invalidating the basis on which the compassionate appointment had been granted. The deceased-dependent quota is designated exclusively to support families experiencing acute hardship after the death of an in-service government worker.

The preliminary findings prompted immediate administrative measures, marking the first major enforcement action taken against the long-serving educator. Departmental authorities emphasized that misrepresenting vital records to secure compassionate appointments circumvents statutory recruitment guidelines and deprives legitimate dependants of statutory relief.

Block Education Officer Tasked with Expanded Investigation

The administrative apparatus has now broadened the scope of the proceedings, directing the Block Education Officer of Hasan Ganj to head a comprehensive secondary probe. This phase will scrutinize the primary paperwork submitted during the initial 2003 recruitment drive, the administrative approvals granted at the time, and the land registry documents from Asoha and Hilouli blocks.

The wider review aims to establish administrative accountability, determine how the fabricated credentials avoided detection during routine verification rounds, and examine whether additional administrative irregularities took place. Rambaran remains suspended pending the final determination of disciplinary and potential statutory liabilities by the investigating authorities.
