A sharp confrontation has emerged between Rashtriya Janata Dal parliamentarian Sudhakar Singh and Bihar Director General of Police (Operations) Kundan Krishnan over allegations surrounding a controversial police encounter and extensive real estate holdings. Senior IPS officer Kundan Krishnan served a five crore rupee legal notice on the Buxar lawmaker following public accusations concerning the encounter of Bharat Bhushan Tiwari. Declining to retract his remarks or tender an apology, the Member of Parliament mounted a counter offensive, claiming that the DG Operations has accumulated assets exceeding 150 crore rupees through unaccounted sources and illicit land acquisitions. The escalation has prompted formal representations to state and parliamentary authorities, resulting in an inquiry ordered by the Chief Minister Secretariat into the issuance of the legal notice.
Allegations of Undisclosed Land Holdings Across Bihar
Addressing a press conference, Sudhakar Singh claimed that the declared property of Kundan Krishnan and his wife stands at approximately 87 crore rupees excluding ancestral assets, but their total actual assets stand near 150 crore rupees. The lawmaker alleged that the officer utilized black money to buy substantial land parcels under benami arrangements, asserting that several purchases were completed during Krishnan’s earlier tenure as Patna Senior Superintendent of Police. The parliamentarian circulated documents detailing specific land parcels, arguing that their open market value is substantially higher than official government circle rates.
According to the details presented by the MP, the assets under scrutiny include four decimals of land in Bind village within Nalanda district with a stated valuation of 21 lakh rupees. In Patna City’s Transport Nagar locality, Singh cited an acquisition of fourteen decimals carrying a registered government value of 91.40 lakh rupees but commanding a market worth of around seven crore rupees. He additionally pointed to over six acres of land located in Kaimur district with an estimated value exceeding two crore rupees. Accusing police officials of insolence and attempting to stifle public representatives, Singh claimed that police personnel were stationed outside his residence to intimidate him and visiting journalists.
Legal Notice Issued Over Bharat Tiwari Encounter
The origins of the legal conflict date back to 24 June 2026, when Sudhakar Singh conducted a press conference making allegations regarding the encounter of Bharat Bhushan Tiwari and questioning Krishnan’s operational oversight. Krishnan reacted by dispatching a formal legal notice through advocate Apoorva Harsh seeking an unconditional apology. The communication described the statements as unfounded and malicious, noting that the state administration had already instituted a judicial commission under retired judge Vinod Kumar Sinha on 20 June 2026. The notice maintained that the lawmaker deliberately avoided presenting material to the judicial commission and opted for public statements to gain political visibility, thereby tarnishing the professional integrity and reputation of the officer.
In response, Sudhakar Singh wrote to Lok Sabha Speaker Om Birla and Chief Minister Samrat Choudhary. He argued that a legal notice served on an elected representative while raising public concerns constitutes a breach of parliamentary privilege, asking that the issue be referred to the Privileges Committee. The MP also questioned whether administrative clearance had been granted before serving the notice. On 27 October, Chief Minister Samrat Choudhary directed that an inquiry be conducted into the notice. Krishnan maintained that prior sanction from the Home Department was unnecessary for serving an initial legal notice, adding that required governmental permission would be obtained prior to filing a formal civil lawsuit in court.
Official Disclosures and Profile of Senior Officer
The political row has directed attention to the annual property statement filed by Kundan Krishnan with the state government on 19 January 2026. His declared movable assets stand at 2.59 crore rupees, comprising 40,000 rupees in cash, multiple bank balances, 24.29 lakh rupees in shares and debentures, and mutual fund investments totaling over 1.87 crore rupees. The records also note 250 grams of gold, while recording no registered private motor vehicles. His declared immovable property portfolio carries a stated value of 8.72 crore rupees, which includes parcels of agricultural property valued at 70 lakh, 65 lakh, and 12 lakh rupees.
Belonging to the 1994 batch of the Indian Police Service, Kundan Krishnan currently functions as DG Operations in Bihar Police, with additional responsibilities over the Special Task Force and Special Branch assigned in January 2026. Scheduled to retire in March 2029, Krishnan previously drew state attention when he personally entered Chhapra jail armed with an AK-47 during a violent inmate rebellion in 2002 while serving as district police chief. In 2006, as Patna City SP, he intercepted and arrested politician Anand Mohan at a hotel following a transit violation. Krishnan received the Police Medal in 2010 and the President Police Medal in 2022.
