Senior Rajasthan-cadre IAS officer Shikhar Agarwal, his IPS officer wife Prashakha Mathur, their two sons, and his in-laws acquired 40 luxury villas and cottages worth ₹6.16 crore from a single hospitality firm within two and a half years, leasing them back immediately to the same seller for an assured annual return of ₹1.80 crore. Documents show the properties, located at Ananta Resort complexes in Udaipur and Alwar, were purchased from Goyal Fashions Private Limited, a firm operating 14 hotels and resorts nationwide. Agarwal currently serves as Additional Chief Secretary in charge of industries, MSME, state enterprises, the Delhi-Mumbai Industrial Corridor, investment, and NRI affairs, alongside chairing RIICO. Mathur serves as Additional Director General of Police, overseeing planning, modernisation, and welfare.

Family Members Divide 40 Units Across Udaipur and Alwar Resorts

The transactions took place across two locations in Rajasthan. In September 2023, the family secured 20 cottages at Ananta Resort in Bujhada, Udaipur, registered equally with 10 units under Shikhar Agarwal and 10 under Prashakha Mathur at ₹15 lakh per unit. In March 2026, the family acquired another 20 villas at Ananta Resort in Ajabgarh, Alwar. Official records list eight of these units under Agarwal and Mathur at ₹16.5 lakh each. Their son Shipransh purchased three villas at ₹14 lakh each, while their other son Prashinkh bought one villa for ₹16.5 lakh alongside four others at ₹15 lakh each. The remaining four villas were jointly registered under Mathur’s parents, Manjula and Raghuvansh Narayan Mathur, at ₹16.5 lakh per property, bringing the total acquisition cost to ₹6.16 crore.

Identical Day Registrations and ₹1.80 Crore Annual Lease Back

Official property records reveal that the sale deeds and lease agreements for both locations were executed simultaneously. The Bujhada units were registered at the Badgaon sub-registrar office on September 29, 2023, while the Ajabgarh units were completed at the Pratapgarh sub-registrar office on March 27, 2026. Mathur handled the registration formalities for both sons through powers of attorney. Immediately following the purchases, all 40 units were leased back to Goyal Fashions Private Limited. Under the agreed lease contracts, the 20 Bujhada cottages yield ₹4 lakh annually per unit, while the 20 Ajabgarh villas yield ₹5 lakh annually per unit. The arrangement provides the bureaucrat family with a guaranteed annual lease income of ₹1.80 crore from the hospitality firm.

Discrepancies in Asset Declarations and Bureaucrat’s Defense

Scrutiny has centered on the immovable property returns filed by the two officers. While the couple jointly holds 28 villas and cottages across the two sites, Agarwal listed 14 properties in his declaration. In contrast, Mathur’s official property filing dated January 8, 2026, declared nil immovable assets, despite her ownership stake in 14 units across Bujhada and Ajabgarh. When questioned regarding the purchases and returns, Agarwal stated that the acquisitions had been fully reported in the applicable returns and income tax disclosures. He explained that Mathur’s filing contained the relevant property information but an attachment error placed the records in a different section of the submission. He added that their sons had acquired their respective units independently based on their own arrangements.
