Bhubaneswar: The Economic Offences Wing (EOW) of Odisha Police has registered a fresh case against Biju Janata Dal (BJD) youth leader Soumya Sankar Chakra, alias Raja Chakra, and several others over allegations of forcibly taking possession of land and a crusher unit and misappropriating ₹1.22 crore. The case relates to a dispute involving a crusher unit and adjoining land in Nunujharan village in Keonjhar district.
The accused named in the case include Raja Chakra, Sadashiv Samal and others. A police officer of Deputy Superintendent of Police rank is leading the investigation. The EOW is examining the allegations concerning the disputed property, the control of the crusher unit and the outstanding financial obligations to establish the facts and determine the role of each person named in the complaint.

According to the complaint, the accused allegedly intimidated individuals involved in the dispute to facilitate the transfer of the land. The complainant has also alleged that machinery was removed from the crusher unit and that outstanding dues amounting to ₹1.22 crore were not cleared. The allegations are being investigated, and the respective responsibilities of the accused have yet to be established.
The complaint also raises allegations of illegal mining activities associated with the crusher unit. These activities reportedly resulted in losses to the state exchequer. The EOW is investigating this aspect of the matter to determine whether mining-related violations occurred, the extent of any financial loss to the government and whether the alleged activities were connected to the disputed land and crusher operations.
Fresh Case Adds to Raja Chakra’s Legal Troubles
Raja Chakra is currently in jail following his arrest in connection with an earlier alleged mining scam. The registration of the fresh case has added another legal challenge for the Keonjhar-based political leader, with investigators now examining the alleged financial irregularities, disputed transfer of land and possession of the crusher unit.
The latest case centres on the allegations made by the complainant regarding the transfer of the property, the removal of industrial machinery and the alleged failure to settle outstanding payments. Investigators are expected to examine relevant documents, financial records and other evidence concerning the ownership and operation of the crusher unit.
The alleged illegal mining activities mentioned in the complaint are also part of the investigation. However, the extent of any losses to the state government and the connection of the persons named in the case to the alleged activities remain to be determined through the investigation.
The EOW has registered the case against Raja Chakra, Sadashiv Samal and others. Further investigation will establish whether the allegations of intimidation, misappropriation and illegal mining are supported by evidence and whether additional action is warranted.
Political Allegations Over Activities in Keonjhar
The fresh case comes amid earlier political allegations concerning Raja Chakra’s activities in Keonjhar during the previous BJD-led government. Senior leader Badri Narayan Patra had alleged that activities linked to Raja Chakra had the backing of the then district administration.
Patra had also claimed that the former district Collector and Superintendent of Police were involved in facilitating the alleged illegal activities. He questioned whether action against a single individual would be sufficient and called for the alleged role of senior district officials to be examined.
“The district police operated under Raja Chakra’s guidance. It is insufficient to arrest only one individual; the involvement of the former Collector and SP should not be overlooked,” Patra had said.
These remarks were political allegations and do not, by themselves, establish the involvement of the former officials in any offence. Any such claims would require independent verification and appropriate investigation.
The latest EOW case brings renewed attention to the allegations surrounding the disputed crusher unit and adjoining land in Nunujharan village. Investigators are examining the alleged financial loss of ₹1.22 crore, the circumstances surrounding the transfer of the property and the reported removal of machinery.
The investigation will also seek to establish whether the alleged illegal mining activities caused losses to the state exchequer and whether those named in the complaint had any role in them. The allegations against Raja Chakra, Sadashiv Samal and the other accused remain subject to investigation and legal proceedings.
