Patna: Police in Bihar’s capital have arrested builder Bhushan Singh in connection with an alleged ₹1.5 crore land fraud in which several people were reportedly duped on the promise of residential plots in Bihta. According to the police, the accused collected substantial sums from prospective buyers but neither provided the promised land nor refunded their money. The arrest was made following separate cheating complaints filed by five victims. Investigators are now examining the financial transactions, company records and the possibility of additional victims.
Police said Bhushan Singh, a native of Muzaffarpur, is the director of Patna Green Housing Limited. Acting on a tip-off, a police team raided the company’s office on AN Path in Patna and arrested him. Officials said the accused had been evading arrest since the registration of multiple FIRs and was allegedly absconding before being traced to his office.
The preliminary investigation indicates that within a span of about three months, the accused allegedly persuaded several individuals to invest in residential plots in Bihta. He is accused of accepting advance payments after assuring buyers that the plots would be allotted and the registration process completed within the stipulated period. However, despite receiving the money, the promised land was allegedly never handed over, and the buyers were also not refunded, prompting them to approach the police.
The principal complainant in the case is Kanti Kumari, originally from Bhojpur district and currently residing in Raja Bazar, Patna. According to her complaint, she entered into an agreement with Bhushan Singh for the purchase of approximately 1,200 square feet of land in Bihta. She alleged that the builder collected a total of ₹20.75 lakh from her in three instalments but failed to deliver the property. When her husband later sought a refund, he was allegedly abused and threatened. Following the incident, she lodged a cheating complaint at SK Puri Police Station on June 1.
During the investigation, police also found similar allegations from four other complainants—Udayant Kumar, Chandan Singh, Madan Prasad Singh and Sujata Kumari. They have accused the builder of accepting large sums on the promise of providing residential plots but failing to honour the agreements or return the money. Police said all these complaints have been incorporated into the investigation.
Investigators are now scrutinising the company’s documents, bank accounts, payment receipts, agreements and other financial records. The probe aims to determine the total amount allegedly collected, identify whether additional individuals were involved in the operation, and establish whether more investors may have been defrauded using a similar modus operandi. Police have not ruled out the possibility of additional victims coming forward as the investigation progresses.
Legal experts advise prospective property buyers to thoroughly verify land ownership documents, statutory approvals, regulatory registrations such as RERA where applicable, the developer’s credentials, and payment terms before investing in any real estate project. They caution that making substantial payments based solely on advertisements, verbal assurances or attractive offers can expose buyers to significant financial risks.
Police are continuing to interrogate the accused and investigate every aspect of the case. Officials said further legal action will be taken based on documentary evidence, financial records and the statements of the complainants. If the investigation uncovers the involvement of additional individuals or identifies more victims, appropriate action will be initiated in accordance with the law.
