Kerala PSC Chairman M.R. Baiju has been summoned again by the Crime Branch SIT over alleged Planning Board examination fraud.

Why Has the PSC Chairman Been Summoned Again?

The Crime Branch Special Investigation Team (SIT) has issued a fresh notice directing Kerala Public Service Commission (PSC) Chairman M.R. Baiju to appear at its office on Tuesday for questioning. The summons forms part of an investigation into alleged irregularities in the conduct and evaluation of the Planning Board examination.

Investigators suspect that certain unilateral decisions taken by Baiju may have contributed to the irregularities. If he appears as directed, it will be his second round of questioning by the SIT. The investigation is examining decisions concerning the preparation of examination questions and the evaluation of answer scripts.

What Is the Dispute Over His Appearance?

Baiju had earlier declined to appear for questioning, maintaining that he would cooperate only after the Kerala High Court passed an order in the pending case. His position prompted the investigating agency to clarify that the Court had neither stayed the investigation nor prohibited officials from questioning him.

The SIT has also pointed out that the High Court directed that the investigation should not be delayed indefinitely. The latest notice requires Baiju to appear before the Crime Branch on Tuesday. Investigators have indicated that they may inform the High Court if he fails to comply with the summons.

What Have Investigators Found About the Examination?

The investigation has expanded to examine the involvement of senior PSC officials in the alleged manipulation of the examination process. Additional Secretary R. Hari, who was earlier arrested in connection with the case, has denied responsibility for omitting 10 questions from the valuation process.

According to Hari’s statement to investigators, responsibility for evaluating the examination rested with retired Deputy Secretary Satheesh. Hari maintained that he was unaware that the questions had been excluded from evaluation. However, the Crime Branch has not accepted his explanation and continues to examine how the disputed decisions were taken.

What Role Is Baiju Suspected of Playing?

The SIT suspects that unilateral decisions by the PSC chairman may have been central to the alleged examination irregularities. Statements reportedly provided by PSC members indicated that Baiju personally selected the panel responsible for preparing examination questions and the officials entrusted with evaluating answer scripts.

The members also reportedly told investigators that the chairman had intervened unilaterally in the examination process. These statements have become relevant to the agency’s examination of administrative decisions and the responsibilities of senior officials.

The fresh summons comes as investigators continue questioning officials and reviewing the decision-making process behind the alleged manipulation. The SIT is seeking to establish how the examination panels were selected, how evaluation responsibilities were assigned and whether the chairman’s decisions contributed to the reported irregularities. The investigation remains ongoing, and the allegations concerning Baiju’s role have not been established as findings of guilt.
