India and Israel have agreed to strengthen strategic cybersecurity cooperation, with both countries pledging to jointly tackle financial fraud, artificial intelligence-driven cyberattacks and ransomware through shared expertise and technology. The agreement emerged from a programme held at the Bombay Stock Exchange in Mumbai, where cybersecurity experts, technology companies and industry representatives from both nations gathered to chart areas of collaboration.
The engagement comes at a moment when India’s cyber threat environment has grown markedly more severe. Security researchers have documented a sharp escalation in ransomware activity through early 2026, alongside a rising convergence of artificial intelligence with traditional attack methods, a combination that has made financial institutions, fintech platforms and payment infrastructure increasingly attractive targets for organised cybercrime groups.
Ten Israeli Firms Engage India’s Cybersecurity Ecosystem
Ten Israeli cybersecurity companies held direct discussions with Indian firms and startups during the Mumbai programme, focusing on detecting and preventing cyberattacks, securing digital infrastructure and ensuring emerging technologies such as AI and quantum computing are deployed safely. The Israeli delegation shared its experience with the “security by design” methodology, an approach that embeds protective measures into systems from the outset rather than retrofitting them after deployment.
Indian participants, in turn, highlighted the country’s expansive digital ecosystem, its deep pool of technology talent and the sheer scale of its digital market, factors that both sides framed as complementary strengths for a longer-term partnership. Recommendations from these discussions are to be compiled into a white paper intended to inform future Indian cybersecurity policy, moving the relationship beyond individual business engagements towards a structured strategic framework.
Yovag Meushar, Consul and Head of Mission at the Israeli Economic and Commercial Mission, described the two countries’ technological capabilities as complementary, pointing to a shared culture of innovation-driven problem solving in both nations. Several Israeli firms, including Cymulate, already supply cybersecurity solutions to major Indian banks and insurance companies, indicating that commercial ties in this space predate the formal cooperation being discussed now.
Mumbai’s Financial Concentration Raises the Stakes
The discussions placed particular emphasis on Mumbai’s cybersecurity posture, given its status as the nerve centre of India’s capital markets and financial services industry. The city hosts the headquarters of the Reserve Bank of India, the Securities and Exchange Board of India, the National Stock Exchange and the BSE itself, meaning a significant cyberattack on its digital infrastructure could carry consequences well beyond any single institution.
Maharashtra Information Technology Minister Ashish Shelar underscored the need for tighter coordination among government bodies, industry players, technologists and research institutions to strengthen the city’s cyber resilience. That call reflects a broader pattern in India’s financial sector, where regulators including the RBI and CERT-In have increasingly pushed for coordinated, sector-wide responses rather than fragmented institutional defences.
A Threat Landscape Reshaped by Scale and Automation
India’s digital economy has expanded rapidly through Aadhaar-linked services, Jan Dhan accounts, Direct Benefit Transfer schemes and UPI, drawing hundreds of millions of citizens into digital financial systems that now represent an enormous and constantly growing attack surface. Protecting digital identities and financial data within this ecosystem has become a central policy concern, particularly as fraud itself has industrialised.
Officials and cybersecurity researchers have pointed to the emergence of “fraud-as-a-service” models, in which criminal groups sell ready-made tools, scripts and infrastructure to less technically skilled operators, lowering the barrier to entry for large-scale financial crime. This mirrors trends observed globally in ransomware, where similar as-a-service structures have made attacks more frequent, more fragmented across smaller groups, and harder for law enforcement to trace to a single source.
Participants at the Mumbai programme stressed that technological safeguards alone will not be sufficient, calling instead for parallel investment in public digital awareness, stronger identity protection frameworks and more sophisticated monitoring of financial transactions. The white paper expected from this collaboration is likely to weigh heavily on how these three elements, technology, regulation and public education, are sequenced in India’s evolving cybersecurity strategy.
