Haryana has launched an online auto-mutation system for property transactions to automatically process ownership transfers after registration, a reform aimed at reducing property fraud, cutting delays and simplifying real estate procedures.
Pilot Begins in Manesar
The system has been introduced on a pilot basis in Manesar and is expected to be expanded across all tehsils in Gurugram before being rolled out across Haryana. The move is intended to address long-standing concerns in the property market, including cases where the same plot or land parcel is sold to multiple buyers because ownership records are not updated in time.

Under the new mechanism, mutation, the process of recording a buyer’s name in official land records after registration, will be triggered automatically once a property transaction is registered. Buyers of plots, houses, shops or land will no longer have to separately approach patwar offices to complete the process.
Backlog and Delays Under Focus
Officials said around 20,000 mutation cases are currently pending in Gurugram alone, while the statewide backlog stands at nearly 1.3 lakh cases. Around 500 property registrations are carried out daily in Gurugram.
Previously, buyers had to apply separately for mutation after registration, a process that often required repeated visits to patwar offices and led to complaints of delays. A revenue department official said the reform would save time, reduce unnecessary visits to patwaris and prevent people from spending extra money during the mutation process.
Land Services Move to State Portal
Revenue officials said instant mutation could also reduce fraudulent transactions in which properties were resold before ownership records were formally updated. Under the earlier process, patwaris entered mutation details online, kanungos verified ownership records and tehsildars gave final approvals, often causing delays.
District Revenue Officer Vijay Yadav said several land-related services are now being integrated through the state portal. He said citizens can log in, check land records, apply for registry or mutation and request land measurement, reducing the need to visit multiple offices.
