Gwalior: A major irregularity has surfaced in the Gwalior Municipal Corporation’s street dog sterilization project, where allegations have been raised regarding the misuse of a fake affidavit in the sterilization records of 656 dogs. The case has triggered serious concerns over transparency in municipal contracting and the authenticity of official documentation used in government projects.

Fake Affidavit Under Scanner

The incident dates back to 2022, when the sterilization drive for stray dogs was being conducted between March and April under the Animal Birth Control (ABC) Center project. As per records, the responsibility for carrying out the sterilization work was assigned to an organisation based in Chhattisgarh, Animal Care Foundation, which claimed that it had successfully sterilized 656 stray dogs within the stipulated timeframe.

However, doubts emerged after complaints were received by the municipal authorities, prompting an inquiry into the submitted documents. During scrutiny, officials found that the affidavit submitted in support of the sterilization records appeared suspicious. It is alleged that the affidavit was prepared and signed by Dr. Raviraman Sharma, who also purchased the stamp paper, but the document was presented under the name of Dr. Raghav Parashar.

This discrepancy raised serious questions about the authenticity of the official records submitted to the municipal corporation. Investigators believe that the affidavit was used to mislead the administration and validate the sterilization figures without proper verification. The mismatch in names has now become a key point in the ongoing investigation.

Records And Identity Mismatch

Further examination of the records suggests that the affidavit was used to confirm compliance with sterilization procedures, including capture, treatment, and release of stray dogs at their original locations as per prescribed rules. However, the alleged manipulation of identity details has cast doubt on whether proper procedures were actually followed during the project.

Following the complaint and preliminary verification, legal action has been initiated, and a case has been registered against the concerned veterinary professional. Authorities have stated that the matter involves the preparation of forged documents and potential fraud in a government-funded project, indicating possible misuse of public resources.

Officials also suspect that the irregularities may not be limited to the affidavit alone. There are indications that the process may have involved coordinated manipulation of records to present a false picture of compliance. This has led investigators to examine whether other documents related to the project were also altered or misrepresented.

Municipal Project Faces Scrutiny

Municipal sources have confirmed that strict protocols are mandatory in Animal Birth Control programmes, including proper documentation of each sterilized animal and its release location. However, the alleged use of a fake affidavit has raised concerns about whether these protocols were properly followed or bypassed.

The investigation is currently ongoing, with authorities seizing relevant documents, stamp papers, and related records for detailed examination. Officials are analyzing the paper trail to determine the extent of the alleged fraud and identify all individuals involved in the process.

Wider Irregularities Suspected

Authorities believe that further investigation may uncover additional irregularities, potentially revealing a wider network behind the alleged manipulation of official records. The case continues to develop as scrutiny intensifies over the sterilization project and its implementation.
