Noida/Gautam Buddh Nagar: In a significant administrative move, the police commissionerate in Gautam Buddh Nagar—one of India’s rapidly expanding industrial hubs—has initiated the formation of a specialised “Industries Police Cell.” The initiative is aimed at strengthening law and order across industrial zones, ensuring swift resolution of labour-related concerns, and building structured coordination between industries and government agencies. With nearly 15,000 registered industrial units, over two lakh companies, and around four lakh workers, the district’s vast industrial ecosystem has created the need for a more focused and responsive policing mechanism.

According to the proposal prepared by the commissionerate, the new system will be implemented across all three police zones, covering small, medium, and large-scale industries, along with multinational corporations. Earlier, during the SSP system, a limited “CO Industries” mechanism existed, but under the commissionerate framework, this role is now being significantly upgraded and institutionalised into a dedicated cell with enhanced authority and operational capacity.

Under the proposed structure, the Industries Police Cell will function under the leadership of a Deputy Commissioner of Police (DCP)-level officer, supported by an Assistant Commissioner of Police (Industries), three inspectors, and around 25 personnel from various ranks. This team will maintain continuous engagement with industrial units, labour organisations, and other stakeholders. Any emerging issue—whether labour unrest, strikes, or law-and-order concerns—will be immediately communicated to the concerned police stations and senior officials, enabling timely intervention and effective conflict management.

“This shift in policing, with a dedicated focus on industrial safety and a structured grievance redressal mechanism, is a highly innovative and welcome initiative in the larger interest of Noida’s industrial community,” said Prof. Triveni Singh, Former IPS officer and former in-charge of Noida Industry Police.

A key feature of this initiative is the establishment of a direct communication channel for industries and workers. A dedicated official CUG number will be issued for the Industries Police Cell, allowing stakeholders to directly report grievances and seek assistance at a higher level. This is expected to significantly improve transparency, accountability, and the speed of grievance redressal in industrial areas.

However, the proposal has also triggered a debate within administrative and industrial circles. Experts point out that several labour-related matters traditionally fall under the jurisdiction of the labour department and district administration. Expanding the role of police into this domain reflects a shift toward an integrated governance model, where law enforcement agencies may also play a proactive role in mediating industrial disputes and maintaining workplace harmony.

Sources indicate that the core responsibilities of the Industries Police Cell will include building trust with industrial stakeholders, maintaining regular dialogue with labour unions, and acting as a mediator during disputes. In addition, the cell will coordinate with multiple government departments to ensure comprehensive and timely resolution of issues. This proactive approach is expected to help prevent sudden escalations such as protests, strikes, or workplace conflicts.

The proposal also highlights that the cell will assist in ensuring compliance with labour and industrial laws implemented by both the central and state governments. Furthermore, it will collect and analyse data related to industrial concerns, which can be used for policy planning and improving administrative strategies over the long term.

The detailed proposal has been prepared by senior officials and will be sent within three days to the Director General of Police, Uttar Pradesh, and the state home department for formal approval. Alongside this, a comprehensive Standard Operating Procedure (SOP) is being drafted to clearly define the functioning, jurisdiction, and responsibilities of the new unit.

For now, the Industries Police Cell is set to begin operations with immediate effect, although its full structure and authority will become clearer once formal approval is received from Lucknow. Officials believe that if the model proves effective, it could be replicated in other industrial districts across the state.
