CCPA Imposed Penalties on 47 E-Commerce Platforms

The minister said the Central Consumer Protection Authority imposed penalties amounting to around ₹1,12,01,500 on 47 e-commerce platforms. He also said that between April 25, 2025 and June 30, 2026, the National Consumer Helpline facilitated refunds of more than ₹91 crore to consumers. Of this, more than ₹63 crore related to complaints from the e-commerce sector.

The government said the helpline had also resolved more than 1.47 lakh consumer complaints linked to refund claims before litigation, helping consumers recover money without having to approach courts. The figures underline the scale of consumer disputes linked to online commerce, particularly around transactions, delivery and refund issues.

More Than 5.11 Lakh E-Commerce Complaints Received in 2025

According to the government, the National Consumer Helpline received a total of 5.11 lakh complaints related to e-commerce in 2025, all of which were disposed of. The largest category of complaints concerned non-delivery of products, with 79,818 cases registered during the year.

Other common grievances included delivery of incorrect products, refusal to replace goods or issue refunds in accordance with policy, delivery of defective or damaged products, non-refund of amounts already paid, deficiencies in services, sale of fake or counterfeit products and unauthorised debits without consumer consent. The complaint data reflects the wide range of problems faced by online shoppers across major e-commerce and digital retail platforms.

Refunds and Pre-Litigation Resolution Remain Key Focus

The government highlighted refund facilitation and early complaint resolution as major components of the National Consumer Helpline mechanism. By resolving complaints before litigation, the helpline has enabled consumers to seek redress without immediately entering formal legal proceedings. The more than ₹91 crore in refunds facilitated between April 2025 and June 2026 included a substantial share from e-commerce-related disputes.

With Flipkart, Amazon and Meesho recording the highest complaint volumes among major platforms in 2025, the figures show that large online marketplaces continue to account for a significant portion of consumer grievances.

At the same time, penalties imposed by the Central Consumer Protection Authority and the scale of refunds facilitated through the helpline indicate continued regulatory attention to consumer protection in the rapidly expanding e-commerce sector.
