Dhanbad. A nearly four-decade-old dispute over a compassionate appointment at Bharat Coking Coal Limited (BCCL) has resurfaced in Dhanbad, with a man alleging that his neighbor allegedly used his name and identity to secure a job at the company and continued working under that identity for around 40 years. The dispute has now extended to provident fund (PF) benefits, with the complainant’s family alleging that the person who allegedly secured the job is also claiming the PF amount linked to the employment.
Ramू Turi and his wife Meena Devi staged a protest at Randhir Verma Chowk on Wednesday, demanding justice and an impartial investigation into the matter. The couple said they have been approaching BCCL management and administrative authorities for years but have yet to receive a satisfactory resolution.
Dispute Dates Back to Father’s Death in 1993
According to Ramू Turi, his father died in a drowning incident at a mine in 1993. The family says Ramू Turi was entitled to a compassionate appointment following his father’s death under the applicable provisions.
He alleges that around the same period, his neighbor Ramू Saw allegedly used his name and identity to obtain the BCCL job. Ramू Turi further claims that forged documents were used to secure the appointment and that Ramू Saw subsequently worked at BCCL for nearly four decades under the disputed identity.
The allegations have not yet been conclusively established and remain subject to verification through official records and investigation.
Complaints Made to BCCL and Administration
The complainant’s family said they raised the issue with the concerned BCCL area office, Coal Bhawan and the office of the Dhanbad Deputy Commissioner. Despite repeated complaints and visits to various offices over the years, they claim that the dispute has not been resolved.
Ramू Turi said that at one stage, action was taken against Ramू Saw in connection with the alleged fake appointment and a case was also registered. However, he was later granted bail. The family maintains that the underlying dispute over the appointment and identity remained unresolved.
The issue has now gained fresh significance because of the PF benefits associated with the employment.
PF Benefits Become the New Point of Dispute
The service record and PF account linked to the employee’s identity have become central to the dispute. Ramू Turi and Meena Devi said that if their identity was indeed used to secure the appointment, the question of who is legally entitled to the PF and other employment-related benefits must also be determined.
The couple has demanded verification of BCCL’s appointment records, identity documents, service records, salary records and PF-related documents. According to them, a detailed examination of these records can establish whose documents were submitted at the time of appointment and under whose identity the employee worked throughout the service period.
Records Could Establish the Facts
The most significant part of any inquiry will be the appointment process following the death of Ramू Turi’s father in 1993 and the documents submitted at that time. Any discrepancies in names, identity details, family records or other documents could help establish how the appointment was processed and whether another person’s identity was allegedly used.
The verification would also need to establish how the documents were scrutinized at the time of appointment and how the employee’s identity remained recorded throughout the subsequent years of service.
Ramू Turi and Meena Devi have demanded an impartial investigation and action against anyone found responsible after verification. They have also sought restoration of any legal rights that may be established through the inquiry.
For now, the allegations against Ramू Saw regarding alleged misuse of identity and use of forged documents remain matters for investigation and official verification. A conclusive determination will depend on BCCL’s employment records, documentary evidence and the findings of the authorities examining the dispute.
