Senior Citizen Alleges Flat Sale Fraud; Three Booked in Dehradun

A case of alleged ₹25 lakh property fraud has surfaced in Dehradun, Uttarakhand, where a senior citizen has accused three individuals of cheating him on the pretext of selling a flat. Based on the complaint, Rajpur Police have registered an FIR and launched an investigation. The complainant alleges that he was persuaded to pay ₹25 lakh for a flat in a residential project, but the sale was never completed and the money was not returned. He has also alleged that one of the accused later attempted to assault him.

According to the complaint, Rajesh Sethi visited the Park Vale housing project in Dehradun in May 2026. A security guard allegedly directed him to Manish Mittal, who introduced himself as the builder’s authorised representative. Mittal reportedly showed Sethi a flat and assured him that the transaction would be completed shortly, with possession to be handed over in July.

The complaint states that a ₹25 lakh cheque was subsequently issued in the name of Ashok Kumar Chugh, whom Mittal allegedly described as an investor in the project. Mittal is also accused of assuring the complainant that an agreement to sell would be prepared within a few days. However, despite receiving the payment, the sale deed was allegedly never executed and ownership of the flat was not transferred.

Sethi further alleged that after repeated requests for registration of the property failed, he decided to cancel the deal and sought a refund. According to the complaint, he received repeated assurances that the money would be returned, but no refund was made. He later contacted the builder, V.K. Dhawan, regarding the matter.

According to the complaint, Dhawan informed him that Manish Mittal was no longer authorised to sell flats on behalf of the builder. Sethi then approached Ashok Kumar Chugh, who allegedly assured him that the money would be refunded after receiving payment from the builder. However, the complainant claims that the amount still remains unpaid.

The complaint also alleges that on June 16, while Sethi was returning home from a morning walk, Manish Mittal allegedly attempted to assault him. Sethi claimed that a security guard intervened and prevented the incident from escalating. Following the alleged incident, he approached the police seeking legal action.

The complainant has accused Manish Mittal, V.K. Dhawan and Ashok Kumar Chugh of acting together to allegedly cheat him of ₹25 lakh. Acting on the complaint, Rajpur Police registered an FIR against all three accused and initiated an investigation into the matter.

Investigators are examining payment records, the cheque, the proposed sale agreement, project-related documents and other available evidence. Police are also verifying whether the accused had the legal authority to sell the flat and tracing the use of the money received from the complainant. Officials said further legal action will be taken based on the evidence gathered during the investigation. The case remains under investigation.
