BILASPUR: A young man staged an unusual protest at a housing board office after his property mutation file allegedly remained untraceable for more than a year, scattering almonds across a government officer’s desk to highlight what he described as repeated administrative failure.
The complainant, Tarun Sahu, said he had bought an EWS flat through resale around a year ago, but the mutation process is still incomplete because the file cannot be found. He said repeated visits and follow-ups produced no result, leaving him unable to secure formal ownership.
File Missing for Over a Year
Sahu said each time he visited the office, he was told that the file was lost. Expressing frustration over the delay, he questioned how long the situation could continue. The incident took place at the office of a Sub-Registrar officer, where he said officials had failed to locate the documents despite repeated reminders.
The matter centres on a missing file linked to the mutation of the flat. Without the necessary paperwork, the transfer process has not been completed, effectively holding up the ownership formalities.

The act was intended to mock what he portrayed as the department’s failure to “remember” or trace his file, drawing on the common association of almonds with improving memory.
