In a major crackdown on irregularities in public procurement, the Rural Works Department in Bihar has blacklisted five construction companies for 10 years after a detailed investigation exposed the use of fake experience certificates, forged documents, and violations of contractual obligations in government tender processes.
Fake Certificates Found In Tender Probe
The departmental inquiry revealed that several agencies manipulated experience-related records to secure public contracts despite lacking the required technical capacity. Officials described the irregularities as serious financial and administrative misconduct, prompting immediate disciplinary action.

According to sources, companies linked to Siwan and Vaishali districts were among the first to come under scrutiny. During verification, it was found that the experience certificates submitted by these firms were completely fabricated. When asked to justify their submissions, the explanations provided by the companies were found unsatisfactory and subsequently rejected by the department.
District-Based Agencies Under Scanner
Further investigation also exposed irregularities involving construction agencies from Bhagalpur’s Sinhaula region and Katihar district. These firms were accused of securing contracts using misleading documents and later failing to execute the assigned projects properly. The inquiry noted that several works remained incomplete or delayed, affecting the implementation of government development schemes.
Agencies from Saran and Purnia districts were also blacklisted for failing to comply with contract conditions, including non-submission of performance security and poor execution of construction work. The department reiterated that quality and timely completion of public infrastructure projects cannot be compromised under any circumstances.
Accountability Fixed On Firms
During the probe, it also emerged that some companies attempted to shift responsibility onto computer operators or technical staff, while one firm cited illness and technical errors as justification for its irregularities. Officials rejected all such claims, stating that accountability rests solely with the contracting firms and cannot be transferred.
Authorities stated that the objective of the action is to strengthen transparency in the tendering system and curb corruption in public works. The government aims to ensure that only competent and verified agencies are entrusted with infrastructure projects so that public benefits are delivered efficiently and on time.
Tender System Set For Tighter Checks
Departmental officials further indicated that the tendering process is likely to be made more digital and transparent in the coming months. Enhanced verification mechanisms are expected to reduce the possibility of forged documentation, while stricter background checks of agencies will be conducted before awarding contracts.
Following the action, officials made it clear that any form of fraud, misrepresentation, or negligence in government construction projects will be dealt with strictly. The blacklisted companies will not be allowed to participate in any government tendering process in the future.
