The Allahabad High Court has taken a strict stance against the District Magistrate of Gautam Buddh Nagar (Noida), issuing a bailable warrant against the official for consecutive failures to comply with judicial mandates. Hearing a Writ C petition filed by Mahendra Dutt Sharma against the State of U.P. and four others, a single bench presided over by Justice Saurabh Shyam Shamsher took serious note of the persistent neglect of court orders. The court noted that the District Magistrate failed to file a counter-reply despite explicit orders issued on two separate occasions. Consequently, the bench ordered the officer to appear in person before the court at 10:00 AM to explain why contempt proceedings should not be initiated against her.
Failure to Submit Timely Regulatory Response
The dispute originates from a writ petition where the high court had previously directed the district administration to clarify its stance. The bench had issued specific directives, first on December 8, 2025, and subsequently on January 5, 2026, requesting a formal response from the District Magistrate. However, no reply was submitted within the designated timeframes.
The matter came up for a hearing on Wednesday, exactly one month after the conclusion of the summer vacations. Counsel Radhey Shyam Dwivedi represented the petitioner, while a standing counsel appeared on behalf of the state government. Expressing strong displeasure over the non-compliance despite two distinct opportunities, the court viewed the administrative negligence with extreme seriousness and ordered the Chief Judicial Magistrate to execute the bailable warrant.

The officer at the center of the judicial order is Medha Roopam, a 2014-batch Indian Administrative Service (IAS) officer allocated to the Uttar Pradesh cadre. Born on October 21, 1990, in Thiruvananthapuram, Kerala, Roopam completed her graduation in B.A. Economics before clearing the civil services examination at a young age.
Following the completion of her foundational training in Mussoorie, she received her initial posting as an Assistant Magistrate in Bareilly in June 2015. She subsequently served as a Joint Magistrate in Meerut and Unnao districts. Her career progress included administrative stints in Lucknow as the Special Secretary in the Women Welfare Department and as the Chief Development Officer (CDO) in Barabanki district, followed by an assignment as an Additional Commissioner in Meerut from February 2021 to April 2022.
Executive Transition to Gautam Buddh Nagar
Roopam secured her first independent assignment as a District Magistrate in Hapur district, serving from April 2022 to February 2023. She was then transferred to Gautam Buddh Nagar as the Additional Chief Executive Officer (ACEO) of Greater Noida. In June 2024, the state administration appointed her as the District Magistrate of Kasganj, where she served for approximately one year.
Recognizing her administrative record, the Uttar Pradesh government appointed her as the District Magistrate of the high-profile Gautam Buddh Nagar (Noida) district on July 28, 2025, a position she has held consistently since her posting date. The upcoming hearing has drawn considerable attention as the court reviews her personal explanation regarding the non-filed response.
