Forged Academic Records, Crore-Worth Contracts: Police Probe Deepens Against Agra Builder

Agra police have registered a case against builder Shobhik Goyal, a director of O.P. Chains Group, following allegations that forged educational documents were used to secure admission to a university and that fabricated documents were later used to obtain government tenders worth crores of rupees. The case was registered at Hari Parvat police station on a complaint by Mohit Upadhyay, and police have begun an investigation into the allegations.

Forged Marksheet Allegedly Used for University Admission

According to the complaint, Goyal allegedly secured admission to a university using a forged high school and intermediate marksheet. He is accused of obtaining B.Com and M.Com degrees on the basis of those documents.

The report states that Goyal, a resident of Khandari in Agra, is the son of builder Ashok Goyal. The complaint alleges that he had failed the CBSE intermediate examination from Shahjahan’s St. Dominic School in 2006, but subsequently used a forged marksheet purportedly issued by the UP Board to obtain university admission.

It is further alleged that the fabricated educational documents were then used to obtain B.Com and M.Com degrees. Following the complaint, police registered a case under multiple sections related to cheating and forgery.

Government Tenders Worth Crores Under Scrutiny

The allegations extend beyond educational documents. According to the complaint, forged affidavits and other fabricated records were allegedly submitted through Uttar Pradesh Government e-Marketplace, or GeM, to secure government contracts.

The complainant, Mohit Upadhyay, a resident of Kamla Nagar’s Saraswati Colony, alleged that Goyal obtained tenders worth crores of rupees from the Agra Development Authority and the Gorakhpur Development Authority. The report says forged documents were allegedly used in the tender process, resulting in financial loss to the state government.

The allegations have also brought the group’s business operations under scrutiny. O.P. Chains Group is described as being involved in major real estate and construction projects across several districts of Uttar Pradesh.

Police Begin Probe Into Alleged Forgery and Cheating

According to the report, the group developed a housing colony named “Ayesha” on 28 acres in Sector 15 of Agra Development Authority in 2020, comprising plots and buildings worth crores of rupees. Apartments under the name “Angelina” have also been developed. Goyal is described as a director of the group and is alleged to have played an important role in its projects.

ACP Hariparvat Akshay said a case involving cheating and forgery had been registered against Goyal following Upadhyay’s complaint. Police are examining when and how the allegedly forged documents were prepared and the circumstances in which they were used.

The allegations have also raised questions over transparency in Agra’s real estate sector and government tendering process. The complainant and local residents have sought strict action as the police investigation proceeds.
