The passing of Dr Trinath Mishra, a distinguished 1965-batch IPS officer, is a profound loss to the Indian policing fraternity. For me, it is also a deeply personal moment of remembrance and gratitude.
I had the privilege of serving as a Deputy Superintendent of Police probationer at Police Training College (PTC), Moradabad, in 1996, when Dr Mishra was its Director. His towering personality, extraordinary knowledge, humility, intellectual brilliance and uncompromising integrity left an indelible impression on me.
Dr Mishra had an exceptional professional career. He served in challenging policing assignments across Uttar Pradesh and subsequently held some of India’s most prestigious positions, including Director of the Special Protection Group (SPG), Director of the National Police Academy, officiating Director of the CBI, Director General of the CRPF, additional charge of the CISF, and DGP of Manipur.
His tenure as officiating CBI Director in 1998 particularly demonstrated his professional courage. His decision to authorise searches involving a powerful corporate group, followed by his transfer, remains an important example of the challenges faced by officers committed to institutional independence and integrity.
What inspired me most was his pioneering contribution to introducing management thinking into policing. He was, to my knowledge, the first IPS officer to introduce a structured Thana Management Course for police officers. At a time when police functioning was largely driven by firefighting, crisis management and ad-hoc decision-making, he recognised the importance of systematic planning, leadership, resource management and professional administration at the police station level.
His vision was far ahead of its time. Inspired by his emphasis on management education and continuous learning, I subsequently pursued an MBA and later completed my PhD in Cyber Crime. His influence helped shape my belief that effective policing requires a combination of professional integrity, management knowledge, technology and research.

Even after more than three decades, I remember his dignified presence and exceptional character with immense admiration. He taught us, through his personal example, that the true stature of a police officer lies not in the positions held but in the principles upheld.
I held Dr Mishra in the highest esteem as a young DySP probationer in 1996, and my respect for him has only grown with time.
I offer my deepest condolences to his bereaved family, colleagues and countless admirers. His remarkable legacy of integrity, intellectual excellence, visionary leadership and professional courage will continue to inspire generations of police officers.
