India has pushed most of its land-record system into the digital era, with 99.90% of Records of Rights now computerised and more than 40.58 crore land parcels assigned a unique digital identity.
The modernisation effort combines digitised records, georeferenced maps, parcel identification numbers, registration systems and drone-based surveys to build a common digital framework for property information.
The system brings together programmes such as the Digital India Land Records Modernisation Programme, the Unique Land Parcel Identification Number, or ULPIN, the National Generic Document Registration System and the NAKSHA programme for urban areas.
Land parcels get a 14-digit digital identity
Once land records and maps are digitised, they are linked to the actual location of the property through georeferencing. Around 76.16% of land parcels have been fully georeferenced, while 85.24% spatial-textual integration has been completed between cadastral maps and Records of Rights.
More than 40.58 crore land parcels have also been assigned a 14-digit alphanumeric identification number known as ULPIN, or Bhu-Aadhaar. The identification system is intended to provide each parcel with its own distinct digital identity.
Department of Land Resources Secretary Narendra Bhooshan said Aadhaar had created a digital identity layer for individuals and Bhu-Aadhaar was extending a similar concept to land.
The broader framework seeks to link georeferenced land records, circle rates, registration information and encumbrances into an interoperable digital layer. The stated objective is to improve access to reliable property information and enable landowners to use land more effectively for formal credit and mortgages.
The Bharat Land Stack also integrates several categories of land and property information, including satellite and drone imagery, georeferenced cadastral boundaries, Records of Rights and property registration details. Master plans, zoning rules, building approvals, restrictions, litigation, circle rates and tenancy information are also intended to form part of the system.

Registration and court records move online
Property registration is also being computerised. Around 98.96% of Sub-Registrar Offices have been computerised, while 17 states and Union Territories have adopted the centralised National Generic Document Registration System. Another 17 states use their own digital registration software.
Information related to property disputes is also being linked with land records. Around 94.11% of Revenue Courts have been computerised under the Revenue Court Case Management System, allowing litigation linked to a property to be reflected in its record in real time.
The digital land-record model was recently demonstrated in New Delhi to a high-level delegation from the African Union Commission, Ethiopia, Malawi, Rwanda, Sierra Leone and Zambia, along with officials from the United Nations Development Programme.
Officials presented the land-modernisation system as part of an effort to create a common, trusted architecture for land information and indicated that the experience could be shared with partner countries seeking similar digital public infrastructure.
Drones map urban properties under NAKSHA
For urban areas, India is using drones under the NAKSHA programme, formally known as the National Geospatial Knowledge-based Land Survey of Urban Habitations.
The surveys use drones equipped with 2D nadir cameras, five-camera oblique systems and LiDAR sensors to map urban areas with centimetre-level positional accuracy. The aerial data is used to create ortho-rectified imagery, digital elevation models and 3D reality models for complex urban landscapes.
The process does not end with aerial mapping. Survey data is checked on the ground using Real-Time Kinematic GNSS rovers and participatory ground validation. A claims and objections mechanism is also available to address issues raised during the mapping exercise.
Under the NAKSHA pilot, aerial flying has been completed across 145 of 150 Urban Local Bodies. The exercise has also resulted in the issuance of legally authentic Urban Property, or UrPro, Cards.
Taken together, the digitisation of land records, parcel identification, registration data, court cases and high-resolution mapping is creating a more integrated property-record system in which ownership information, physical location, legal status and other land-related details can increasingly be accessed through connected digital platforms.
