In a structural departure from decades of state-controlled defence manufacturing, the Defence Research and Development Organisation has formally invited private sector companies to join as strategic weapon partners. The landmark initiative marks the first time India’s premier military research establishment has opened the development and series production of strategic missile systems and advanced nuclear delivery platforms to non-state entities.
Floated through the Research Centre Imarat in Hyderabad under the DRDO’s Missiles and Strategic Systems cluster, the Expression of Interest seeks private industrial partners under the Development-cum-Production Partner model. Under this collaborative framework, selected private firms will work directly alongside government scientists during the initial design, prototyping, and testing phases.
The scope of the programme encompasses India’s most sensitive military assets, including the long-range Agni series of ballistic missiles, submarine-launched ballistic missiles, and future variants of strategic weapons. Historically, the assembly, system integration, and production of these sovereign deterrence platforms remained the exclusive domain of state-owned defence public sector undertakings, primarily Bharat Dynamics Limited.

High Eligibility Thresholds and the DcPP Framework
Under the newly structured framework, the DRDO plans to shortlist at least two private companies for each individual weapon project. Both selected industrial partners will co-develop prototypes alongside state engineers, subjecting the hardware to exhaustive field evaluation before competing for bulk production orders once large-scale procurements are sanctioned by the Strategic Forces Command.
To ensure that only industrial entities with genuine capability enter this sensitive domain, the Central Government has established stringent financial and operational criteria. Participating firms must demonstrate an annual turnover of at least ₹100 Crore and maintain a net worth exceeding 5 per cent of the estimated project value. Additionally, applicants are required to hold active industrial licences for defence manufacturing alongside specialized safety clearances from the Petroleum and Explosives Safety Organization.
Industrial contenders will also be assessed on their project management expertise and proven track record in executing large-scale manufacturing contracts. Specifically, the qualification guidelines evaluate an enterprise’s physical infrastructure and technical capacity to undertake bulk production runs exceeding 50 to 100 units. Prior to final selection, a dedicated committee of DRDO experts will conduct rigorous physical inspections of manufacturing facilities to assess operational readiness.
Expanding the Private Defence Footprint
Major domestic defence players, including Tata Advanced Systems Limited, Solar Aerospace and Defence, Larsen & Toubro, and Bharat Forge, are expected to lead the private sector bidding. Specialized component suppliers in radio-frequency guidance, seeker technologies, and specialized electronics are also positioning themselves to integrate into the expanding strategic supply chain. This policy shift aligns directly with the Union Government’s broader objective to significantly expand the private sector’s contribution to national defence output.
The policy intervention addresses a long-standing structural vulnerability in India’s defence supply chain, where sole reliance on single public sector manufacturers created severe production bottlenecks during periods of heightened military readiness. By establishing dual, parallel manufacturing lines across the private sector, the Ministry of Defence aims to compress delivery schedules, lower acquisition costs through market competition, and ensure uninterrupted supply pipelines for strategic forces.
Furthermore, the introduction of private competition encourages rapid technological absorption and process innovation within domestic manufacturing lines. By enabling private entities to absorb complex missile assembly techniques, the state nurtures an advanced industrial talent pool capable of supporting long-term maintenance, lifecycle overhauls, and future hardware upgrades.
Sovereign Autonomy and Strategic Industrial Maturity
The integration of private enterprise into strategic weapon development signifies a fundamental maturation of India’s defence-industrial complex. While state laboratories will retain sovereign control over core design architectures and sensitive warhead technologies, distributing series manufacturing to capable industrial houses creates a robust, multi-tiered defence ecosystem.
This transition reflects a strategic evolution from simple import substitution to genuine domestic capability creation across the national security architecture. As global supply chains face increasing geopolitical disruption, establishing indigenous manufacturing redundancy for sovereign weapon systems becomes an essential prerequisite for national security.
Over time, this collaborative model is positioned to transform India from a historically import-reliant nation into an autonomous, self-sufficient defence technology leader. By harmonizing state research with private industrial efficiency, the nation lays the foundation for a sustainable military-industrial capacity capable of safeguarding strategic interests for decades to come.
