Telangana has emerged as India’s top-performing state in combating cybercrime, driven by its robust digital infrastructure, citizen-centric initiatives, and coordinated law enforcement strategy. During the PRAGATI review meeting conducted by the Prime Minister’s Office (PMO) on August 6, the state secured the first position nationwide for its performance across multiple operational and governance indicators.
The assessment, carried out under the framework of the Indian Cyber Crime Coordination Centre (I4C) under the Ministry of Home Affairs, evaluated the preparedness and performance of states and Union Territories in preventing and responding to cybercrime. It focused on the implementation and utilisation of I4C-developed digital platforms, grievance redressal systems, financial recovery mechanisms, law enforcement capabilities, and public awareness initiatives.
Telangana secured the highest ranking for establishing the State Cyber Crime Coordination Centre (S4C), implementing the e-Zero FIR system, operating the Grievance Redressal Mechanism (GRM), and effectively using the Money Restoration Module (MRM) to facilitate the recovery of funds lost in cyber fraud. The state was also recognised for its efficient use of the Sahyog Portal for unlawful content takedown and the Samanvaya Portal for cybercrime coordination.
The review also highlighted Telangana’s performance in cybercrime hotspot monitoring, capacity building of law enforcement personnel, and Information, Education and Communication (IEC) initiatives aimed at strengthening public awareness. Strong performance across all nine evaluation parameters enabled the state to secure the highest overall ranking in the national review.
Officials noted that Telangana became the first state in the country to establish a dedicated State Cyber Crime Coordination Centre (S4C). The implementation of the e-Zero FIR mechanism has enabled faster registration of cybercrime complaints, while the extensive use of I4C platforms—including Samanvaya, Sahyog, GRM, and the Money Restoration Module—has further strengthened the state’s cybercrime response framework.
To enhance citizen support, the Telangana Cyber Security Bureau (TGCSB) has launched a dedicated helpline, 8712665600, to assist victims with grievances related to the GRM and MRM through telephonic support. The initiative is aimed at ensuring faster grievance resolution and timely assistance for victims of cyber fraud.
The Bureau has also released instructional videos on its official social media platforms to educate citizens about the GRM and MRM systems. The videos explain complaint registration procedures, the functioning of digital recovery mechanisms, and the steps victims should take after becoming targets of cyber fraud, encouraging greater use of official reporting platforms.
The Telangana Cyber Security Bureau has urged citizens to promptly report cyber fraud through the National Cyber Crime Reporting Portal, along with the Ministry of Home Affairs’ GRM and MRM platforms. According to the Bureau, timely reporting not only speeds up investigations but also significantly improves the chances of recovering money lost to cybercriminals. Telangana’s achievement is being regarded as an important benchmark for strengthening India’s cyber security and cybercrime response ecosystem.
