Chicago: Philip Carter, an American YouTuber known for reviewing and recommending luxury fragrances, has been arrested in connection with an alleged multi-million-rupee perfume return fraud scheme. The Cook County Sheriff’s Office alleges that Carter was involved in a scam in which high-end designer perfume bottles purchased online were removed from their original packaging, replaced with modelling clay or used bottles, and then returned to retailers to obtain full refunds. Investigators have dubbed the case “Operation Eau de Fraud.”
According to investigators, the case came to light in March 2026 after leading retailer Nordstrom reported suspicious returns involving luxury fragrances. The company informed authorities that several returned packages appeared factory-sealed from the outside, but upon opening them, employees found modelling clay, empty bottles, or previously used perfume bottles instead of the original products. The unusual pattern prompted a detailed investigation into the suspected fraud.
During the investigation, detectives examined financial records, online purchase histories, shipping information, and return documentation. Based on the evidence collected, Philip Carter was identified as the primary suspect. Authorities allege that he regularly purchased thousands of dollars’ worth of premium fragrances, requested refunds after receiving them, replaced the genuine perfume bottles with substitute items, resealed the packages, and returned them to retailers. Investigators claim the alleged scheme caused substantial financial losses to retail businesses.
On July 22, the Cook County Sheriff’s Police Organized Retail Crime Unit executed a search warrant at Carter’s residence in Chicago. During the search, officers reportedly recovered 714 perfume bottles with an estimated value of approximately $250,000 (around ₹2.15 crore). Investigators also seized packaging supplies, resealing equipment, shipping boxes prepared for dispatch, modelling clay, glue, and a heat gun. According to authorities, the recovered materials are consistent with the alleged method used in the fraud and will form part of the evidence in the ongoing investigation.
The Cook County Sheriff’s Office announced the case on social media with the pun, “You could say this fraud case is scent-sational.” The post also included photographs of the recovered perfume collection and other seized items, drawing significant attention online and fueling widespread discussion across social media platforms.
Philip Carter launched his YouTube channel in October 2023, where he built a niche audience by publishing fragrance reviews, rankings, buying guides, and recommendations for luxury perfumes. His channel has more than 3,000 subscribers and over 100 uploaded videos. However, he stopped posting new content after July 2025. His final video, titled “These 5 Fragrances Smell Like MONEY (2025’s Top Perfumes),” received more than 1,300 views. Carter never publicly explained why he discontinued uploading new videos.
Authorities have charged Carter with three counts of mail fraud and three misdemeanor counts of theft by deception. Officials have not yet confirmed the date of his first court appearance or disclosed where he is being held following his arrest.
The investigation remains ongoing as authorities continue to determine the full scale of the alleged fraud, identify the total financial losses suffered by retailers, and establish whether additional individuals were involved. For many of Carter’s followers and fragrance enthusiasts, the allegations have come as a surprise, as the content creator who built his reputation around luxury perfumes now faces serious criminal charges involving the very products that made him popular online.
