Fresh allegations have emerged regarding the ₹503 crore government school repair programme in Rajasthan, with an investigation raising questions over the planning, execution and monitoring of the project. The findings claim that repair works at several schools were approved without conducting proper physical surveys of the buildings, while the tendering process, work allocation, supervision and payment mechanisms allegedly suffered from multiple procedural lapses. However, the allegations have not yet been officially established, and the matter remains under investigation.
According to the investigation, nearly identical G-schedules, which specify the scope of repair work, were prepared for numerous schools without assessing their individual structural requirements. It has also been alleged that copies of these schedules were not provided to several school principals, making it difficult for them to verify whether contractors were carrying out the approved works. The report further claims that in some instances, no-objection certificates (NOCs) were issued without proper on-site inspections.

In Dausa district, the investigation states that the Additional District Project Coordinator’s office under Samagra Shiksha issued a single tender in December 2025 covering 1,010 schools. Each school was allocated approximately ₹1.96 lakh for repair work, taking the total tender value to around ₹19.79 crore. It is alleged that instead of assigning work through official documentation, contractors later received handwritten slips specifying the actual work to be carried out. The investigation also claims that several items included in the G-schedules did not match the actual repair requirements of many schools.
The probe further alleges that in some districts, responsibility for building repairs was assigned to officials whose primary role was educational administration rather than infrastructure management. In the Didwana-Kuchaman district, for instance, block-level education officers reportedly issued tenders covering hundreds of schools. The officials concerned have stated that they acted under instructions issued by the then district administration. However, questions have been raised over whether such officers were legally authorised to conduct the tendering process.
Similar concerns have also been reported in Ajmer district, where the investigation claims that some contracts were awarded after receiving bids from only a single firm. Certain contractors have stated that repair work could not be completed at several schools because the institutions declined to proceed with the work. Departmental officials, however, maintain that they completed the maximum possible work within the available time frame and that any necessary modifications were made after obtaining the required technical approvals.
The investigation identifies four major areas of alleged negligence: preparing uniform G-schedules without adequate physical surveys, rushing the tendering process, weak monitoring of ongoing work, and shortcomings in final inspection and verification. It alleges that timely site inspections and technical verification could have identified incomplete or substandard work before payments were processed.
Departmental authorities have rejected suggestions of widespread procedural violations. They maintain that the project had to be completed within a limited time and that the majority of the repair works were carried out in accordance with prescribed guidelines. According to officials, any variation in the quantity of work would have required approval from the competent authority, and all completed work was subjected to technical verification.
The investigation is still ongoing. Authorities are examining tender records, payment documents, technical approvals and other available evidence. The final conclusions regarding any alleged irregularities, individual responsibilities and possible legal or administrative action will depend on the outcome of the investigation and subsequent proceedings.
