ECHS Medical Claims Fraud Probe Expands to Multiple Haryana Hospitals

The Central Bureau of Investigation has registered an FIR in an alleged Ex Servicemen Contributory Health Scheme fraud case in Haryana, naming V K Neurocare and Trauma Research Hospital in Hisar, its management and representatives, unknown officials of the ECHS Regional Centre and ECHS Polyclinic in Hisar, along with other public and private persons, over accusations of inflated medical claims and loss to the government exchequer.

Coerced Admissions and Inflated Billing Alleged

The FIR alleges that patients were coerced into hospital admission by threats of denial of treatment or financial burden in case of refusal. The inquiry found that during the period from 2023 to 2025, ECHS beneficiaries were issued OPD referrals from ECHS Polyclinic, Hisar, which clearly indicated that admission was not required or was meant only for outpatient treatment.

Despite this, the preliminary CBI enquiry alleged that V K Neurocare and Trauma Research Hospital, in connivance with ECHS Polyclinic, Hisar, dishonestly admitted such beneficiaries without mandatory IPD referral or emergency approval. It also said patients were unnecessarily kept in hospital to inflate billing amounts.

Records Allegedly Manipulated to Support Claims

In several cases, patients were allegedly discharged earlier but were shown in the medical record as admitted for longer periods in order to raise larger bills. Referral documents were also said to have been manipulated by changing remarks from “NO” to “YES” to falsely justify admissions.

The CBI enquiry additionally found that fake and inflated bills were allegedly generated and submitted by the Hisar hospital and were then processed, validated, recommended and approved by concerned officials of the ECHS Regional Centre in Hisar despite what the agency described as glaring deficiencies and violations of prescribed norms. The enquiry also refers to forgery and fabrication of medical records, as well as backdating of documents, to support fraudulent medical claims.

More Hospitals and Officials Under Scrutiny

The FIR says the role of four other hospitals will be examined during the investigation. These are Advanta Superspecialty Hospital, Rohtak, Care Pathlab in Rishi Nagar, Hisar, Navjeevan Hospital in Hisar, and Dr Sharma’s Eye Care and Lasik Centre in Fatehabad.

The CBI enquiry alleged that officials of the ECHS Regional Centre in Hisar and ECHS Polyclinics acted in connivance and deliberately failed to follow ECHS guidelines while dishonestly processing and approving bills and claims. Personnel linked to the Bill Procession Agency portal were also said to have neglected mandatory checks and facilitated the processing of fake claims without due diligence.

The enquiry further alleged that Advanta Superspecialty Hospital manipulated medical records and claimed bogus reimbursement, while Care Pathlab is suspected of carrying out fake diagnostic tests in collusion with hospitals. It also said the involvement of Navjeevan Multispeciality Hospital and allegations relating to empanelment irregularities involving Dr Sharma’s Eye Care and Lasik Centre require further investigation. Based on the enquiry, the FIR has been registered under charges of cheating, forgery and criminal conspiracy.
