Jaipur: In a major development in Rajasthan’s healthcare sector, a private hospital operator in Jaipur has been arrested in connection with alleged fraud under the Rajasthan Government Health Scheme (RGHS). The case has raised serious concerns over administrative transparency and the integrity of digital health insurance systems.
According to officials, the case originated from a complaint filed on September 29, 2025, by Jitendra Kumar Sharma at a local police station. The complaint alleged irregularities during the treatment of his mother at a private hospital in the Mansarovar area of Jaipur. The family claimed that the hospital charged substantial cash payments without issuing proper bills or receipts, raising suspicions of financial misconduct.

SIT Uncovers Document Forgery and Record Manipulation
The complainant further alleged that the hospital administration failed to inform the family in time about the deterioration of the patient’s condition and later abruptly communicated her death. When the family requested medical records and billing details, they were allegedly denied access and faced non-cooperation from hospital staff.
Following the complaint, Jaipur Police constituted a Special Investigation Team (SIT) to conduct a detailed probe. A medical board comprising eight doctors from SMS Hospital reviewed the patient’s treatment records. The board concluded that there was no evidence of clinical negligence in the medical care provided.
However, the investigation uncovered serious administrative and documentation irregularities. Officials found that the hospital management had allegedly manipulated patient records by repeatedly marking the patient as discharged and readmitted before uploading them on the RGHS portal. Investigators also detected alterations in consent forms, including changes in dates and other critical details.
Forensic Proof Triggers Arrest
A forensic examination later confirmed tampering of documents, strengthening the allegations of fraud. Authorities stated that the irregularities appeared to be part of a deliberate attempt to secure wrongful financial gains under the government health scheme.
Police officials also reported discrepancies in billing records, with several essential documents missing or found in altered form. Based on these findings, the hospital operator was taken into custody.
Private Hospitals Protest Arrest Action
The arrest has sparked reactions from private healthcare associations. Vijay Kapoor, President of the Private Hospitals and Nursing Homes Association, criticized the action, stating that such arrests could create hesitation among private hospitals in treating critical patients. He emphasized the need to follow established Standard Operating Procedures (SOPs) while handling such cases.
However, authorities clarified that the action is not related to medical negligence but is strictly based on evidence of document forgery and financial irregularities. Officials stressed the importance of strict monitoring in digital health schemes to prevent misuse of public funds.
Wider RGHS Hospital Audit Launched
Sources indicated that following this case, a wider review of hospitals operating under the RGHS scheme has been initiated to identify whether similar irregularities exist elsewhere. Authorities are also examining the verification mechanisms used for digital claims and consent documentation to strengthen oversight.
Officials further stated that after the arrest, the accused reportedly suffered stress-related health issues and was admitted to SMS Hospital for treatment. Police confirmed that he had complained of anxiety and deteriorating health while in custody.
Ongoing Probe Eyes Systemic Fraud
The investigation is ongoing, and authorities are expected to examine additional financial transactions, portal submissions, and supporting documents linked to the hospital. Further findings may lead to broader action against other institutions if systemic irregularities are identified.
The case has intensified the debate over transparency and accountability in public-private healthcare partnerships, particularly under government-funded insurance schemes.
